Ranchi, Jan 7: The Jharkhand government has approved new guidelines for the independent and transparent selection of the Director General of Police (DGP). A committee headed by a retired high court judge will oversee the process.
At a cabinet meeting chaired by Chief Minister Hemant Soren on Tuesday, the state approved the Selection and Appointment Rules, 2024 for the Director General and Inspector General of Police, Jharkhand (Chief of Police Force).
Under the new rules, the state no longer needs to send nominations to the Union Public Service Commission (UPSC) panel for appointing the state police chief.
According to the guidelines, the selection committee will include the following members:
- A retired high court judge (committee head)
- The chief secretary
- A UPSC nominee
- The Jharkhand Public Service Commission (JPSC) chairman or nominee
- The Home Department’s additional chief secretary or principal secretary
- A retired DGP from the state

Budget Session Announced
The cabinet has approved the second (budget) session of the Sixth Jharkhand Legislative Assembly, scheduled to be held from February 24 to March 27.
Key Decisions Taken by the Cabinet
- MoU for New AIIMS in Deoghar
The cabinet approved the Memorandum of Understanding (MoU) format to be signed between the Government of Jharkhand and the Ministry of Health and Family Welfare, Government of India. This MoU will facilitate the establishment of a new AIIMS in Deoghar district, aimed at providing quality tertiary medical care in the state. - Special Court in Nagar Untari, Garhwa
Under the amended Section 14 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, the cabinet approved the designation of the Additional District and Sessions Judge-1 court in Nagar Untari, Garhwa, as a Special Court. - Jharkhand Nurse Non-Academic Cadre Rules, 2025
The cabinet approved the formation of the Jharkhand Nurse Non-Academic Cadre (Appointment, Promotion, and Other Service Conditions) Rules, 2025. - Pre-Budget Workshop
The cabinet relaxed Rule 235 of the Finance Rules to allow for the organization of a pre-budget workshop. It also approved the nomination of Dr. Seema Akhouri, Assistant Professor at St. Xavier’s College, Ranchi, and her team as Knowledge Partners under Rule 245. - Amendments in Jharkhand Urja Vikas Nigam Limited (JUVNL)
Partial amendments were approved for the provisions regarding the appointment of Managing Director and Director posts in Jharkhand Urja Vikas Nigam Limited (JUVNL) and its subsidiaries.
