Daltonganj, April 23: Palamu Civil Surgeon Palamu Dr Anil Kumar made a surprise inspection of the Paton community health centre on Tuesday.

Dr Anil Kumar said, “This Paton CHC was almost shut as there was no doctor here till 10.30 am. There were patients waiting for the doctors. A three year old child Shivam, bitten by a dog with her mother Poonam Devi, had come here. The poor child was waiting for his anti-rabies shot for three hours. Here I intervened, then an ANM appeared to take care of the child.”

Dr Anil Kumar said in the same vein the ANM here had conducted delivery in the morning. He said the doctors, three of them Ravishankar, Mithilesh Kumar and dentist K Kumar were found absent from duty. These 3 will have to explain.

The Civil surgeon said, “It’s election time. It’s also heat wave time. How can a government doctor be so negligent and derelict of duty? The matter will be reported to the state government.”

“I did some OPD. I examined three patients there in the Paton community health centre.” added Dr Anil Kumar.

“Our principal secretary health Ajoy Kumar Singh has directed to fine tune the health care system and mechanism across Jharkhand in the wake of the coming lok sabha election and here in Palamu’s Paton community health centre doctors are absent from their duties leaving this health centre to its fate.”

“The principal secretary has asked for cashless treatment to polling personnel, security forces, voters and all allied human resources engaged or drafted in the poll duties and here at the Paton community health centre doctors are so cruelly skipping duties.

The Paton community health centre is a blot in the name of community health service reminded the civil surgeon.

“I will first report this matter to the returning officer Shashi Ranjan DC Palamu for immediate action against the truant doctors of the Paton community health centre.” added the civil surgeon.

In contrast to this the Bishrampur community health centre looked like any busy and sensible health centre. Here was a three year kid on the oxygen concentrator. Normal deliveries are done with great success.

The Bishrampur community health centre maintains a high standard of cleanliness and hygiene. Here doctors and ANMs were in attendance.

Civil surgeon Dr Anil Kumar said “Today I have sought permission of our returning officer Shashi Ranjan DC Palamu to permit me to seek medical assistance across the border Bihar’s Aurangabad which is 22 kms from Harihurganj in the event of medical emergency as it is easier and great time saving for rushing our side patient be he a poll personnel or security officer or voter etc to Bihar’s Aurangabad instead of bringing such ailing one to Daltonganj which is 70 kms or so.”

The returning officer said he would look into this proposal.

Civil surgeon said “Our principal secretary health Ajoy sir has directed us to provide the best available medicare and in the event of any fatality the rigours of the post mortem and the transportation of the body have to be done with lots of sensitivity and humane touch and not in any bland way.”

As many as 10 beds have been dedicated to the poll events in the community health centre while it’s 2 beds per primary health centre.

Private hospitals empanelled for Ayushman card have been asked to provide their ambulances and paramedics if and when required.

The Civil surgeon said he would call upon the chairman of such empanelled hospitals to extend timely co-operation in the conduct of safe and healthy elections.
