New Delhi, Feb 25: Delhi Chief Minister Rekha Gupta tabled the Comptroller and Auditor General (CAG) report on the Delhi Excise Policy in the assembly today, revealing multiple irregularities in the policy introduced by the previous AAP government.
The report found that key objectives, such as transparency, revenue optimization, and consumer benefits, were not achieved.
It pointed out serious design flaws, including an exclusivity arrangement between manufacturers and wholesalers, and the creation of retail zones with a minimum of 27 wards each, increasing the risk of monopolization and cartel formation.
Additionally, the Excise Department failed to properly assess the financial and managerial capabilities of license holders. Several planned regulatory measures, such as liquor testing labs and quality assurance mechanisms, were never implemented.

Addressing the Assembly on the CAG report, Delhi LG VK Saxena emphasized that it would reveal the administrative shortcomings of the previous government and serve as a basis for corrective measures.
He stated that all department heads had been instructed to prepare a 100-day plan outlining essential development projects. He also highlighted that in the first cabinet meeting of his government, a decision was made to present the CAG report in the assembly to ensure transparency and facilitate necessary improvements.
Delhi Minister Kapil Mishra remarked that the CAG report should have been presented much earlier, but those whose wrongdoings are mentioned in it wanted to delay the process.
Notably, the special session of Delhi Assembly will continue until February 27.
