Jharkhand cabinet approves 6% DA hike; Monsoon Session from August 1

Ranchi, July 11: The Jharkhand Cabinet, chaired by Chief Minister Hemant Soren, convened on Friday and approved 27 proposals, including a 6% increase in dearness allowance (DA) for government employees and pensioners. The decisions reflect a mix of administrative, infrastructure, and policy actions, with preparations also finalised for the upcoming monsoon session of the Legislative Assembly.

Key Highlights of the Cabinet Meeting:

Monsoon Assembly Session

• The third (monsoon) session of the Sixth Jharkhand Legislative Assembly will be held from August 1 to August 7 2025.
• The session will include five working days.

6% Dearness Allowance Hike

• A 6% increase in dearness allowance was approved for all government employees and pensioners.
• The revised rates apply across various pay scales, including the unrevised Fifth and Sixth Central Pay Commission scales.
• The change will be effective from January 1, 2025.

Infrastructure and Development Approvals

Police Vehicle Procurement

• Approval for the purchase of two- and four-wheelers for police stations across the state.
• ₹20.41 crore allocated for two-wheelers and ₹126.38 crore for four-wheelers.

Road Projects

• ₹32.70 crore sanctioned for Riding Quality Improvement Programme (IRQP) work on the 39 km Silli–Banta–Hajam Tikar–Rangamati road (MDR-25).
• ₹38.89 crore approved for reconstruction (including bridge, land acquisition, and utility shifting) of the 6.33 km road from Kumhariya Mod to Sangrampur, now transferred to the Road Construction Department.

Administrative and Legal Decisions

Personnel Actions

• Dismissals approved for Dr Abhineeti Siddharth and Dr Sneha Singh, both posted as medical officers at separate primary health centres.
• Rejection of appeal and continuation of disciplinary penalty against Kumudini Tudu, former Zonal Officer, Namkum.
• Revocation of dismissal order of Dr Arvind Kumar Lal, in light of a High Court ruling.

Judicial and Pension Reforms

• Approval for the use of electronic communication and AV methods in district courts under new draft rules.
• Green light for operating the Unified Pension Scheme under the National Pension Scheme framework.

Scholarship Relaxation

• Waiver granted for eligibility conditions under the ‘Marang Gomke Jaipal Singh Munda Overseas Scholarship’ for student Madhuri Khalkho, considering special circumstances.

Other Notable Decisions

• Agreement to sign a non-financial MoU with four institutions for technical support under the Spineless Cactus Plantation initiative (WDC-PMKSY 2.0).
• Approval for interim retail product shop operations by Jharkhand State Beverages Corporation Limited, as per Resolution No. 1138 dated 5 July 2025.
• One-time service rule relaxation for mine inspectors appointed in 2017 following High Court orders, ensuring due service confirmation and increments.
