Ranchi, July 24: The Hemant Soren-led Jharkhand cabinet on Wednesday approved 21 major proposals, including renaming the Atal Mohalla Clinics and introducing a uniform framework for state universities through a new legislation.
Among the most significant decisions, the cabinet decided that Atal Mohalla Clinics will now be known as “Mother Teresa Advanced Health Clinics” under the ongoing state health scheme.
In another key move, the cabinet approved the Jharkhand University Bill, 2025, which seeks to establish a common set of rules for all state universities. The cabinet also cleared the proposal for setting up a State University Commission to regulate and monitor higher education in the state.

Other Major Decisions by the Cabinet
- Special Grant and Job on Compassionate Grounds: Dependents of Jharkhand residents serving in Central Armed Police Forces who die in extremist incidents or while guarding the nation’s borders will receive a special ex-gratia grant and compassionate appointments in government service.
- Audit Report Table: The Comptroller and Auditor General’s (CAG) report for the period ending March 2023 (Jharkhand Government Report No. 3, Performance and Compliance Audit – Civil) will be presented in the upcoming Assembly session.
- Notional Pay Revision for Retirees: Approval to allow notional pay increment for employees retiring on June 30 or December 31, as per the Government of India’s Office Memorandum dated May 20, 2025, replacing the previous resolution dated March 16, 2024.
- Service Rules and Dismissals:
- Approval of Jharkhand Finance (Audit & Accounts) Service Rules, 2025.
- Three medical officers — Dr. Kumari Rekha (Musabani CHC), Dr. Rina Kumari (Bokaro Sadar Hospital), and Dr. Veena Kumari M (Kasmar CHC, Bokaro) — dismissed from service.
- Judicial and Law & Order Measures:
- Formation of a Special Court in Daltonganj for speedy trial of cases under SC/ST (Prevention of Atrocities) Act, 1989.
- Approval for temporary police posts (28 mela OPs and 19 traffic OPs) during Shravan Mela 2025 from July 10 to August 10.
- Recruitment and Education-Related Approvals:
- Formation of Jharkhand Police, Home Guard Constable & Excise Constable Joint Recruitment Rules, 2025, with relaxation for earlier applicants and age limits in future recruitments.
- Reallocation of 3,712 Urdu Assistant Teacher posts and creation of 4,339 new posts for Urdu teachers (primary and middle schools).
- Approval of rules for Special Education Assistant Teachers for children with disabilities in primary schools.
- Other Policy Decisions:
- Approval of Jharkhand AYUSH Health Service (Recruitment, Promotion & Other Service Conditions) Amendment Rules, 2024.
- Formation of rules for Class-IV posts under the State Forensic Science Directorate and Laboratory.
- Agreement with CRISP (Centre for Research in Schemes and Policies) for SHG capacity-building under non-financial MoU.
- Amendments in Jharkhand Building Construction Contractor Registration Rules, 2015, to align with GST compliance norms.
- Procurement of Micronutrient Fortified and/or Energy Dense Food (MFEDF) under the Centre-sponsored Poshan 2.0 and SAG schemes for adolescent girls by relaxing financial rules.
