Ranchi, Dec 22: The Jharkhand High Court has ruled that candidates applying for the post of chowkidar (guards) are not required to be residents of the same specific “beat” (area of jurisdiction) where the appointment is to be made.
The case pertains to Pawan Kumar Rai, a resident of Giridih district. He had applied for the post of chowkidar, but the district administration and the state government rejected his candidature on the grounds that he was not a permanent resident of the concerned “beat.”

Challenging this decision, Pawan Kumar Rai filed a petition before the High Court.

The High Court’s ruling has brought major relief to chowkidar aspirants across the state whose applications were earlier rejected on technical grounds related to the “beat area” requirement.
The decision has now cleared the way for candidates from nearby beats to be considered for appointments at the district level.
The matter was heard by a single bench of Justice Anand Sen.
