New Delhi, July 9: The Government of Jharkhand has unveiled an ambitious roadmap to accelerate digital transformation and position the State as India’s leading public governance-led Artificial Intelligence (AI) destination. Announced during the National Stakeholders’ Consultation 2026 held at Hotel Taj Palace in New Delhi, the roadmap outlines a comprehensive strategy to integrate AI across governance, healthcare, education, agriculture, mining, industry and citizen services.
At the centre of the initiative is the proposed Jharkhand Artificial Intelligence (AI) Policy 2026–2031, which seeks to embed AI into public administration while ensuring transparency, data privacy, cybersecurity and the responsible use of emerging technologies.
The policy envisions AI-driven governance through faster, data-based decision-making, improved service delivery and greater accessibility of government services for citizens.
AI Policy to drive governance reforms
Among the key proposals is the Chief Minister Data Intelligence Platform (CM-DIP), an AI-enabled decision-support system that will provide real-time monitoring of government programmes, infrastructure projects and departmental performance. The roadmap also proposes multilingual AI-powered citizen services, WhatsApp-based government service delivery, digital grievance redressal systems and Panchayat-level digital access to public services.
The consultation highlighted three flagship AI initiatives — the Chief Minister Data Intelligence Platform (CM-DIP), the Health & Nutrition Vigilance System (HNVS) and the Critical Minerals Administration System (CMAS) — aimed at strengthening governance, healthcare delivery and mineral administration through intelligent data analytics.

Building an AI innovation ecosystem
As part of its long-term digital strategy, the State has proposed establishing a State AI Mission, Jharkhand AI Cloud, AI Innovation Hub, AI Park, AI Innovation Zones, Centres of Excellence, and an integrated startup and skilling ecosystem to promote research, innovation, entrepreneurship and industry-academia collaboration.
To support the initiative, the Government has proposed an investment of ₹1,150 crore over the next five years to develop AI infrastructure, strengthen digital capabilities, encourage innovation and accelerate AI adoption across government departments.
IT Park and investment targets
The State also presented plans for a 100.97-acre IT Park in Ranchi, envisaged as a destination for Global Capability Centres (GCCs), IT companies, startups and technology-driven enterprises.
Under its Vision 2050, Jharkhand aims to attract investments exceeding ₹10,000 crore, establish more than 50 Global Capability Centres, support over 1,000 AI startups, and generate more than one lakh AI-enabled jobs. The Government believes these initiatives will help position Jharkhand among India’s leading destinations for artificial intelligence, digital governance and technology-led industrial growth.
Focus on skills and partnerships
The roadmap also emphasises AI education, skill development, academic partnerships, and workforce capacity building to create a future-ready talent pool. The Government has invited technology companies, startups, academic institutions, investors, and industry stakeholders to partner with the State to develop AI-powered governance solutions, digital infrastructure, innovation programmes, and Centres of Excellence.
The Vision 2050 roadmap positions Jharkhand as an investment-ready digital economy focused on inclusive growth, citizen-centric governance and sustainable development through Artificial Intelligence, digital infrastructure and strategic public-private partnerships.
