Ranchi, September 3: Leader of Opposition Babulal Marandi has written to Chief Minister Hemant Soren, alleging that the advertisement issued for the appointment of the Director of the Ranchi Institute of Neuro-Psychiatry and Allied Sciences (RINPAS) contains serious errors and does not adequately reflect rules prescribed by the National Medical Commission (NMC).
Marandi has demanded the immediate withdrawal of the advertisement issued by the Health Department on August 26, 2026, and sought cancellation of the separate recruitment rules notified by the department for the RINPAS Director’s post.
He has also urged the government to issue a fresh advertisement in accordance with the eligibility criteria prescribed by the NMC.
Marandi questions omission of eligibility criteria
In his letter to the Chief Minister, Marandi said the RINPAS advertisement failed to specify the required educational qualifications and eligibility criteria for the Director’s post.
He described the omission as a serious error, arguing that the qualifications and eligibility conditions for such an important position should be clearly mentioned in the recruitment advertisement.
Marandi also pointed to the institution’s prolonged functioning under an in-charge Director, saying this had created difficulties in its smooth and effective functioning, particularly in matters requiring financial and administrative decision-making authority.
Opposition leader cites NMC norms
Marandi said appointments to posts such as Director, Dean and Superintendent in medical institutions should conform to the qualifications, rules and conditions prescribed by the NMC.
According to his letter, the NMC’s relevant gazette notification provides for medical faculty to be eligible for such positions. He has urged the state government to follow these criteria while making the permanent appointment at RINPAS.
Marandi also questioned the rules notified by the Health Department on October 14, 2024, which, according to him, allow non-medical faculty to be considered for the post of Director at RINPAS.
He termed the inclusion of non-medical faculty in the eligibility framework as inappropriate and contrary to the NMC norms cited in his representation.
Alleges rules could favour non-medical candidate
Marandi further alleged that the state government’s recruitment rules appeared designed to facilitate the appointment of a preferred non-medical candidate.
He said the head of a medical institution should ideally be an experienced and senior medical professional with the necessary administrative capabilities.
The Opposition leader alleged that allowing a non-medical officer to head RINPAS could adversely affect the institution’s functioning and patient care. However, these allegations were made by Marandi in his letter and were not independently established in the material provided.
Seeks fresh recruitment process
Marandi has demanded that the August 26 advertisement be immediately withdrawn and the recruitment rules notified by the Health Department be annulled.
He has called for a fresh advertisement based on the criteria prescribed by the NMC, seeking the appointment of a qualified and experienced medical professional to head RINPAS.
According to Marandi, a transparent recruitment process based on the applicable medical norms would help protect the reputation of the institution and improve the quality of medical services provided to patients.
