New Delhi, July 2: The Government of India has appointed Jayant N Khobragade, a 1995-batch officer of the Indian Foreign Service (IFS), as the next Ambassador of India to the Kingdom of Spain. He is currently serving as India’s envoy to the Association of Southeast Asian Nations (ASEAN) and is expected to assume his new role in Madrid shortly, according to an official statement from the Ministry of External Affairs (MEA).

Mr Khobragade succeeds Dinesh K Patnaik, who has been named India’s next High Commissioner to Canada.

Extensive Diplomatic Experience

Ambassador-designate Khobragade brings with him over two decades of diplomatic experience. He has previously served in Indian missions in Russia, Pakistan, Kazakhstan, and as Ambassador to Kyrgyzstan. Within the MEA, he has handled critical portfolios including the Disarmament and International Security Division and the West Africa Division.

He also served on deputation to the Department of Atomic Energy from 2017 to 2020, strengthening India’s external engagement in the nuclear energy and security domain.

Notably, IFS Khobragade was appointed as Ambassador to Poland in January 2025, but the posting did not proceed due to undisclosed reasons.

Returning to Familiar Terrain

This new assignment marks Khobragade’s return to Spain, where he previously served in the Indian Embassy early in his career. His familiarity with the country, language, and diplomatic landscape is expected to be a strategic advantage as India and Spain continue to deepen bilateral engagement across political, economic, cultural, and educational sectors.

India–Spain Relations: A Steady Ascent

India and Spain have enjoyed cordial diplomatic relations since 1956, marked by frequent high-level engagements-

  • PM Narendra Modi’s official visit to Spain in 2017
  • Bilateral meetings at G20 Summits in 2018 and 2021
  • A phone call between both Prime Ministers in February 2023 reaffirming the growing partnership
  • Regular interactions between EAM Dr. S. Jaishankar and Spanish Foreign Minister Jose Manuel Albares during UNGA sessions in 2022 and 2024

Bilateral cooperation has extended to cultural diplomacy and education, including-

  • MoUs signed by the University of Valladolid and ICCR in 2023 to establish chairs in Hindi Language and Indian Studies
  • A 2024 MoU between AIU (India) and CRUE (Spain) to foster academic collaboration

Consular Expansion and Diaspora Engagement

With an estimated Indian diaspora of 75,000 – mainly in Catalonia, Valencia, Madrid, and the Canary Islands – India has ramped up its consular presence. The Consulate General of India in Barcelona, inaugurated on August 13, 2024, now plays a key role in consular outreach and strengthening people-to-people ties.

Change at ASEAN Post Also Confirmed

Khobragade will be replaced at the ASEAN mission in Jakarta by Srinivas Gotru, a 1997-batch IFS officer. Gotru, who previously served as Joint Secretary in the MEA, was named the next Ambassador to ASEAN earlier this year.
