Ranchi, June 27: In the March 2025 Delta Rankings unveiled during NITI Aayog’s online review meeting held on Friday, Chatra district in Jharkhand claimed the top spot among 112 aspirational districts, earning a ₹10 crore incentive from the central think tank. Performance indicators spanned health, nutrition, education, agriculture, financial inclusion, and infrastructure—areas where Chatra recorded remarkable incremental gains.

 What Drove Chatra’s Rise?

District officials, supported by NITI Aayog, credited several strategic interventions:

  • Convergence of schemes such as Poshan Abhiyaan, Samagra Shiksha, PM-KISAN, PMAY-G, and Swachh Bharat to facilitate development in one coordinated push.
  • Real-time monitoring and decentralised implementation, enabling timely course corrections at the village and panchayat levels.
  • Grassroots mobilisation through health outreach, anganwadi tracking, digital learning rollout, SHG networks, and infrastructure upgrades, ensuring engagement across communities.

First-Ever Jharkhand Winner, Big Vision Ahead

This is the first time a Jharkhand district has secured the top national rank under the Aspirational Districts Programme. Deputy Commissioner Kirtishree celebrated the achievement as a “shared commitment” and announced that a participatory approach will guide the utilisation of the ₹10 crore prize for future development plans.

Aspirational Districts Programme: The 3Cs Strategy

Launched in January 2018 with support from the Prime Minister, the programme aims to uplift 112 underdeveloped districts based on progress against 49 Key Performance Indicators grouped into five themes: health & nutrition, education, agriculture & water resources, financial inclusion & skill development, and basic infrastructure.

The monthly Delta Rankings—which measure month-over-month improvement—are central to the programme’s Convergence‑Collaboration‑Competition (3Cs) model.

 Garhwa Shines in Education

In addition to Chatra’s overall success, neighbouring Garhwa district in Jharkhand was recognised for its top performance in the education sector, showcasing the state’s growing momentum in human development.

 What Comes Next for Chatra?

With the ₹10 crore award in hand, district planners are zeroing in on investments in:

  • School infrastructure and digital classrooms,
  • Rural healthcare facilities, and
  • Safe potable water systems.

They aim to sustain their performance across all sectors, based on evidence-led planning and community feedback.

A Catalyst for Competitive Federalism

The Aspirational Districts Programme incentivises districts both financially and technically—with NITI Aayog providing expert support, feasibility planning, monitoring, and validation of data via knowledge partners.

Fund allocation is performance-based: ₹10 crore for the top district, ₹5 crore for the runner-up, and ₹3 crore for each top sectoral performer.
