CM Hemant Soren tasks Jharkhand ministers on how to run govt effectively

Ranchi, Dec 6: In a cabinet meeting today, Chief Minister Hemant Soren laid down 17-point guidelines for his ministers to run the government effectively.

At least six of the ministers in the Hemant Soren cabinet are first-timers. Barring Finance Minister Radha Krishna Kishore others too have not much experience in the corridors of power.

Warning on personal staff

Ministers were advised to be careful when appointing their personal secretaries and staff and to check their backgrounds so that controversial employees do not get a place in the minister’s office.

Foolproof proposals

Ministers have been asked to satisfy themselves with the proposal to be sent to the Council of Ministers. Also, they have been asked to contact the Finance Department / Law Department / Personnel Department so that the proposal can be presented on time to the meeting of the Council of Ministers.

Decentralised governance

All ministers have been asked to visit the regional offices of all the districts’ respective departments, review the departmental activities, meet the beneficiaries of the departmental scheme and take feedback.

All ministers have been advised to review the departmental activities, understand all the schemes and study their merits and demerits.

They have been asked to review the reasons for the schemes which have been pending for a long time and take action to get them completed.

Many schemes require changes in today’s background or their implementation is difficult due to some provisions. So, ministers have been asked to take action by getting a proposal for its resolution.

If any area has been left out from the plan of the department in the state, especially remote areas, SC/ST areas, and hilly areas, ministers have been advised to consider the proposal of the scheme for it.

How to increase revenue?

Those departments, which have better possibilities of revenue receipt, should review the revenue source and prepare a proposal to increase the revenue receipt.

Ministers have been asked to do a special review of schemes related to infrastructure like a building so that the built building can be actually used. They have been asked not to plan for unnecessary buildings.

Ministers were also asked to prepare the outline of the schemes to be taken in the year 2025-26.

Care for govt staff

They have been asked to review the promotion status of subordinate officers, and employees and provide them promotions. Besides, they should also review the posting and adjust based on need or less need.

Govt shouldn’t lose court cases

They have been asked to review court cases so that the government loses the case as little as possible.

Make govt people, press-friendly

They have asked to visit every district outside their assembly constituency, meet people and try to solve the problems there, especially those related to their department.

Ministers have been asked to get feedback about regional officials during field visits and inform the chief minister.

They have also been asked to fix a date to meet local public representatives so that everyone is comfortable.

And finally, all ministers will keep providing information to the press representatives about the achievements of their department from time to time through press conferences.
