New Delhi, August 2: The Delhi High Court handed over the investigation of the deaths of three civil services aspirants at Rau’s IAS Study Circle in Old Rajender Nagar to the CBI on Friday.
A bench of Acting Chief Justice Manmohan and Justice Tushar issued the order.
The court instructed the central vigilance commissioner to appoint an officer to oversee the CBI investigation and ensure it is completed promptly.
“Having regards to the nature of the incident and to ensure that public has no doubt with respect to the investigation, this court transfers the probe to the CBI,” Delhi HC stated.

“Since the central vigilance commissioner exercises supervisory power, this court directs the commissioner to appoint a member to supervise the probe,” the court further stated.
The high court observed in its order that Delhi’s physical infrastructure, including drains, is not only inadequate but also poorly maintained. It pointed out that recent incidents have highlighted that its directives to civic agencies are not being implemented properly and are being ignored as if they have no impact.
The High Court further condemned the public authorities for their lack of effectiveness and criticized the Delhi Police for arresting Manuj Kathuria, the SUV driver allegedly responsible for the flooding of the coaching centre basement. The bench described the action against him as unfair.
