Ranchi, Dec 10: On the fourth day of the Jharkhand Assembly’s Winter Session, four private university bills were withdrawn, while the Jharkhand Tourism Development and Registration Amendment Bill, 2025, was passed in the House.

The withdrawn bills included the C.V. Raman Global University Bill, 2023 and the Arogyam International University Bill, 2023—both passed on August 2, 2023—as well as the Jain University Bill, 2023 passed on March 21, 2023, and the Shine National University Bill, 2023 passed on December 20, 2023.
These bills were pulled back due to changes in the standards and procedures for establishing private universities. The Speaker informed the House that 12 requests have been approved since December 5 and will be forwarded to the respective departments.

During the discussion on referring the Jharkhand Tourism Development and Registration Amendment Bill, 2025, to a select committee, Raj Sinha argued that legislators should also be given authority in such matters. He remarked that it often appears only officials and deputy commissioners have all the details.
He said local representatives have better knowledge of their regions. Citing examples, he mentioned that the Bhathinda Falls in Dhanbad once hosted film shootings but is now in poor condition with frequent drowning incidents.
He demanded facilities for local divers and beautification of abandoned mines, adding that tourism could be promoted as an industry to increase revenue.

MLA Naveen Jaiswal suggested that legislators from regions with tourist destinations should be included in related committees, as they can offer more practical recommendations. He stressed that tourism holds immense potential and is a major industry today.

Administrative units to be set up at tourist sites: Sudivya Sonu
Replying to the discussion on the amendment bill, Sudivya Sonu said that administrative units will be created at tourist destinations. These units will have the authority to collect taxes from vehicles entering their jurisdiction, ensuring better management. The deputy commissioner of the district concerned will serve as the chairperson of the authority, with other members to be nominated by the department.
He added that the state government will ensure all necessary support for the functioning of the authority. A smaller committee has been formed to manage tourism operations in those areas.
The amendment also includes provisions to remove encroachments from tourism zones, establish proper parking facilities and impose financial penalties for violating rules. According to Sonu, running this system through the general body would not be practical.
