Ranchi, March 12: A cabinet meeting chaired by Chief Minister Hemant Soren was held today, during which a total of 31 proposals were approved. The state government has decided to increase the cess on minerals. Additionally, an exemption has been granted to PG-pass MBBS students, and amendments have been made to the recruitment rules for constables.
Changes in Service Rules for PG Medical Students
The mandatory three-year service rule for PG medical graduates has been revised. Under the new rules:
- If a student does not wish to serve for three years, they must repay ₹30 lakh, along with any scholarship and other allowances received, in a lump sum.
- If a student serves for one year but wants to leave, they must pay ₹1.25 lakh per remaining month of the service period.
- If a student has served for 20 months and wants to leave, they will be required to pay ₹1.25 lakh × 16 (remaining months) as a bond amount.
- If a student wishes to pursue super-speciality studies outside the state during their bond period, they must return and serve the remaining bond period after completing their course.
- After completing a super-specialty course in Jharkhand’s medical colleges, a two-year mandatory service in the state has been introduced. If a student wants to leave after one year, they must pay ₹1.5 lakh per remaining month of the service period.
Changes in Constable Recruitment Rules

The appointment rules for constables, excise constables, warders, and home guards have been revised, including modifications to physical criteria. The updated requirements are as follows:
- General, Economically Weaker Section (EWS), and Backward Class candidates: Minimum height: 107 cm; Chest width: 81 cm.
- Scheduled Tribe (ST) and Scheduled Caste (SC) candidates: Minimum height: 155 cm; Chest width: 79 cm.
- Female candidates (all categories): Minimum height: 148 cm.
The physical efficiency criteria have also been modified:
- Male candidates must complete a 1,600-meter (one-mile) run in six minutes.
- Female candidates must complete the same distance in 10 minutes.
Storms and Heatwaves Declared as Disasters
The Jharkhand cabinet has classified storms and heatwaves as state-specific local disasters. Under this decision, dependents of individuals who lose their lives due to these disasters will receive financial assistance as per the Home Ministry’s guidelines. Additionally, compensation will be provided for the loss of milch animals, non-milch animals, and animals used for transportation.
Birsa Munda’s Statue to Be Installed in Biological Park
A nine-foot copper statue of tribal leader Birsa Munda will be installed at Birsa Munda Biological Park. The Noida-based company M/s Ramsutar has been selected for the project, which will cost ₹25 lakh.
Meanwhile, the pending salary payments of 26 employees of Panchayat Nigam Limited (Integrated Bihar) from 2006 to November 15, 2011, will be processed, amounting to ₹38 lakh.
Additionally, the government has approved reducing the operational period of 13 residential schools, including PGT, SC-ST Ashram Vidyalayas, and PVGT Primary Schools, run by NGOs. A proposal was also approved to support M/s Linkware and Integra for the next eight months in maintaining 4G e-POS machines at public distribution system (PDS) shops.
