Ranchi, May 3: Jharkhand Chief Minister Hemant Soren has written to both the President of India and the Prime Minister, urging the inclusion of a separate “Sarna religion code” for Adivasi communities in the upcoming Census 2027. The demand, long raised by tribal groups, seeks formal recognition of Sarna/tribal religious identity as distinct from other religions.

In his letters, Soren emphasised that the census is not just a data exercise, but a foundation for policy-making, welfare schemes, and inclusive development. He argued that without a distinct religious category, the cultural, social, and spiritual identity of Adivasis remains inadequately represented in official data.

Need for Separate Sarna Code

The Chief Minister highlighted that tribal religion, particularly Sarna, has its own traditions, nature-based beliefs, and community practices, clearly different from organised religions. Despite this, it has not been granted a separate code in past censuses.

He pointed out that even in the 2011 Census, when no separate option existed, around 50 lakh people self-identified as ‘Sarna’, reflecting a strong demand for recognition.

According to Soren, granting a separate code would ensure accurate data collection, which is essential for targeted welfare policies, preservation of tribal culture, and balanced regional development.

Constitutional and Policy Context

The letters also refer to constitutional provisions such as Articles 244, 338A, 339, and 275, which focus on the protection of tribal rights and welfare. Soren noted that Jharkhand itself was formed based on tribal identity, making the issue even more significant for the state.

He added that modern digital census processes, including self-enumeration, provide an opportunity to capture such identities more precisely.

Appeal to President and Prime Minister

Soren requested the President to consider the matter within the constitutional framework, including the possibility of seeking guidance where required. He urged both constitutional authorities to ensure that Census 2027 includes a dedicated column or code for the Sarna religion.

Praise for PM’s Leadership

In his letter to the Prime Minister, Soren also acknowledged the Centre’s efforts in handling global uncertainties, economic pressures, and internal security challenges. He appreciated the PM’s role in maintaining national stability and coordinating with states, while initiating the long-pending census process.

Broader Implications

The demand for a separate Sarna religion code has implications beyond identity. It is closely tied to data-driven governance, tribal rights, cultural recognition, and inclusive policymaking. With Census 2027 approaching, the issue is likely to gain further political and social traction.
