Jharkhand Finance Minister presents supplementary budget of ₹7,721.25 crore in Assembly

 

Ranchi, Dec 9: The Jharkhand government on Monday presented a supplementary budget of ₹7,721.25 crore for the financial year 2025–26 in the state assembly.

Finance Minister Radhakrishna Kishore placed the second supplementary budget of the fiscal before the House. Shortly after the tabling, Speaker Ravindra Nath Mahto adjourned the session till 11 AM on Tuesday.

Budget Background

Monday’s presentation marked the second supplementary budget of the ongoing fiscal. The first supplementary outlay of ₹4,296.62 crore had been cleared during the monsoon session on August 25.

Earlier in March, Kishore introduced the ₹1.45 lakh crore annual budget for 2025–26 in the Assembly.

The winter session, which began on Friday, comprises five working days and is scheduled to conclude on December 11.

Opposition–Treasury Clash Over Scholarship Issue

Earlier in the day, as the House convened for the second day of the winter session, BJP legislators stormed the Well of the Assembly demanding action over alleged irregularities in student scholarships.

Members of the ruling coalition also entered the Well, leading to heated exchanges and loud sloganeering from both sides.

The chaos disrupted the Question Hour. Expressing displeasure, Speaker Mahto remarked that such conduct undermines the purpose of all-party meetings and the functioning of the Business Advisory Committee. He said the House cannot run if sensitive public issues are not allowed to be discussed.

Despite repeated appeals for order, the protests continued, forcing the Speaker to adjourn the House first till 12 PM, and later for the rest of the day.
