Jharkhand Raj Bhawan appoints Dr Shiv Prasad FO of BBMKU Dhanbad

Dhanbad, Nov 23: The Raj Bhawan has appointed Dr Shiv Prasad, associate professor in post graduate (PG) mathematics department, as Finance Officer (FO) of  Binod Bihari Mahto Koylanchal University (BBMKU) Dhanbad.

The post of FO in BBMKU had been vacant since October 22 after the completion of Dr Munmun Sharan’s tenure. The Raj Bhawan on Wednesday evening issued a notification regarding the appointment of Dr Prasad as the new FO.

Dr Shiv Prasad is a 1996 batch lecturer and has the credit of designing the ‘Emblem of BBMKU’ when it was carved out as a separate university in 2017. He was also a member of the 7th pay scale fixation committee of the university.

Dr Prasad is the fourth finance officer of BBMKU. Retired sales tax officer Purti was the first FO of BBMKU.  Dr BN Singh became the second FO in 2022 for one year but he resigned following a dispute with the then Vice-Chancellor Dr Sukhdeo Bhoi over financial irregularities. Dr Munmun Sharan became the third FO and his one-year tenure was completed on October 22.

Dr Shiv Prasad, considered to be the most knowledgeable mathematician, had been subject to torture by the principal and Vice-Chancellor in his  27 years of profession. He joined  BSK College Maithon in 1996.  In 2011-12 the then principal got him transferred to  KB College  Bermo (Bokaro) without any reason despite the institution facing a shortage of teachers in mathematics.

However, when BBMKU became a separate university in 2017 a five-member committee under the then Gurunanak College principal Dr P Shekhar was constituted to decide the seniority and requirements of teachers in the PG department.

PK  Roy Memorial College principal Dr BK Sinha, SSLNT  Women’s College principal Dr Kiran Singh and economics HoD Dr SKL Das were other members of the committee.

Dr SKL Das, who was the senior-most teacher in VBU Hazaribagh and BBMKU,  recommended the name of Dr Prasad in the PG department from Bermo College. At the time only two teachers, Dr SK Pathak  (1981 batch) and Dr Vijay Kumar, were in the PG mathematics department. Dr Pathak was at the threshold of retirement.

But the then VC Dr AK Srivastava transferred Dr Pasad to RSP College Jharia rather than the PG department. However, later in 2019  under pressure, Dr Pasad was shifted to the PG department to cater to the requirement.

In 2017-18  when the 7th pay scale fixation process began in BBMKU the then registrar Dr SKL Das included Dr  Shiv Prasad in the committee on the basis of his acumen.
