Ranchi, Feb 11: Jharkhand’s Land Revenue Minister, Deepak Birua, has warned that action will be taken against any Circle Officer (CO) who unnecessarily rejects farmers’ applications on technical grounds.
He emphasized that if an application is rejected or an objection is raised regarding land mutation, the CO must provide a clear and concrete explanation in at least 50 words.
Birua made these remarks while chairing a review meeting of the Land Revenue and Land Reforms Department at Project Bhawan on Tuesday.
The minister pointed out that COs often reject applications by citing issues such as the Jharkhand government’s website not opening due to technical reasons. He stated that such excuses will no longer be tolerated. He also highlighted irregularities in land-related matters at the circle level, adding that these issues ultimately place a financial burden on the government. He urged all COs to remain vigilant and perform their duties with integrity.
Fix Modern Record Rooms to Ensure Clear Khatian Copies
Minister Birua raised concerns over errors in Khatian copies obtained from modern record rooms, noting that poor printing and unclear photocopies create difficulties for tenants. He directed officials to correct these discrepancies to ensure tenants receive accurate land information.
Additionally, he emphasized the need to provide translation facilities for Khatian records written in Kaithi and Bangla scripts in modern record rooms.

Prioritize Rural Roads in ROB Construction
Addressing National Highways Authority of India (NHAI) projects, Birua criticized the practice of neglecting rural roads during the construction of Road Over Bridges (ROBs). He stated that leaving gaps in infrastructure leads to inconvenience for the general public.
The minister also stressed the importance of ensuring timely compensation for land acquisition and urged NHAI officials to resolve land-related issues without delay.
Revenue Collection and Departmental Performance Review
Departmental Secretary Chandrashekhar emphasized the need to achieve annual revenue collection targets. He stated that areas with poor performance will be reviewed and corrective strategies will be implemented. He also instructed LRDCs and ACs to closely monitor camps organized in different areas.
On the occasion, Land Revenue Department Director Bhor Singh Yadav provided a detailed update on land mutation issues, the availability of web PN facilities, land tax determination, online payments, and pending land demarcation cases. He stressed the importance of teamwork and coordination among officials to ensure timely execution of departmental tasks.
