Ranchi, Feb 14: The Higher and Technical Education Department has developed six dedicated portals to improve transparency, efficiency, and accountability in the state’s higher education system.

Chief Minister Hemant Soren will officially launch these portals on February 18 at Project Bhawan. Additionally, the state government is preparing to implement the Jharkhand Student Research and Innovation Policy 2025. A workshop will also be held on the same day to help formulate this policy.

Enhancing Workflow and Transparency

Higher Education Secretary Rahul Purwar stated that these portals will significantly reduce paperwork, minimize delays, and streamline university operations.

“By digitizing various processes, the portals will enhance transparency, prevent irregularities, and improve accessibility for students, teachers, and university staff,” he added.

Overview of the Six Portals

  1. Pay Fixation and Verification System Portal

This portal will streamline salary fixation for university teachers and employees, ensuring accurate and timely payments while reducing manual errors and discrepancies.

Purwar highlighted that a significant number of “legacy” cases related to salary fixation—some dating back to the 1970s and 1980s—are still pending in court. “We plan to hold special camps in every university to resolve these cases,” he added.

  1. Private University Portal

Designed to facilitate the approval and regulation of private universities, this portal will ensure that all institutions meet required standards while making the process more transparent and accessible.

  1. Unfunded College Grant Portal (Finance-Free College Grant Portal)

By digitizing the grant allocation process for unfunded colleges, this portal will ensure fair and timely disbursement of funds, eliminating bureaucratic hurdles and improving financial accountability.

  1. CM Fellowship for Academic Excellence Portal

This portal will ensure the efficient and transparent disbursement of scholarships under the CM Fellowship for Academic Excellence, which includes:

  • Manki Munda Scholarship: ₹22,500 to ₹25,000 per month for research students.
    • NET/CSIR qualified students: ₹25,000 per month
    • JET qualified students: ₹22,500 per month
  • Fellowships for four years, with 1,000 students selected annually.
  • Teaching Assistantship: ₹1,500 to ₹2,000 per month.
  • Research Paper Presentation Grant: ₹50,000 to ₹2,00,000.
  • Foreign University Study Grant: Up to ₹8,00,000.
  • Research Assistantship: ₹1,500 to ₹2,000 per month.

This digital platform will ensure seamless application processing and timely fund distribution, reducing delays and manual intervention.

  1. Apprenticeship Management Portal

This portal will provide a centralized system for apprenticeship registration and appointments, ensuring equal opportunities and efficient tracking of apprenticeship programs across universities.

  1. Learning Management System (LMS) Portal

The LMS portal will promote e-learning and digital education, enabling universities to offer online courses, track student progress, and manage academic records efficiently. Additionally, it will improve file tracking within universities, making academic administration more structured and accessible.

A Step Towards Modernizing Higher Education

With the introduction of these portals, Jharkhand’s higher education system is set to become more transparent, efficient, and student-friendly. By reducing paperwork, improving financial accountability, and ensuring timely services, these digital platforms will play a crucial role in modernizing the state’s higher education sector.
