Ranchi: The Enforcement Directorate (ED) has registered an Enforcement Case Information Report (ECIR) in connection with the alleged JPSC recruitment scam, naming eight individuals, including the directors and employees of TSR Data Processing Private Limited (TDPL), JPSC officials and an alleged key figure in the case.
The ED’s move has also widened the scope of the investigation to examinations conducted by the Jharkhand Staff Selection Commission (JSSC), as TDPL—whose alleged role is at the centre of the case—has been named as an accused in the ED proceedings.
The ECIR names TDPL directors Satyapal Singh and Rambir Singh as accused. Others named include JPSC Deputy Controller of Examinations Shweta Gupta, JPSC employees Manoj Tirkey and Sonu Kumar, TDPL employees Mohammad Usman and Awadh, and Abhay Kumar Tiwari, identified as a marketing manager associated with TDPL.
The ED’s action marks a significant expansion of the probe into alleged irregularities surrounding the conduct of recruitment examinations and the award of examination-related contracts.
JPSC Allegedly Awarded Entire Examination Work to TDPL on Nomination Basis
According to the ECIR, the JPSC allegedly violated prescribed procedures by awarding examination-related work to TDPL on a nomination basis.
The ED has alleged that the commission did not conduct a proper background verification of TDPL before assigning the work. The agency has also referred to TDPL’s previous track record, including its association with examinations conducted by the JSSC.
According to the ED, JSSC had earlier assigned examination-related work to TDPL, but subsequently cancelled the work order citing irregularities and other reasons. The company was also allegedly blacklisted for three years.
The ECIR further refers to TDPL’s involvement in conducting examinations in Uttar Pradesh, where the company had reportedly faced serious allegations relating to irregularities.
Former Examination Controller Had Flagged TDPL
The ED investigation has also brought the role of former JPSC Controller of Examinations Asim Kispotta under scrutiny.
According to the ECIR, Kispotta had allegedly informed then JPSC chairman L. Khiangte about suspicious activities involving TDPL. Subsequently, the responsibility of Controller of Examinations was reportedly removed from Kispotta and handed over to Shweta Gupta.
Despite being transferred, Gupta was allegedly retained at the commission instead of being relieved of her duties, according to the ED document.
Answer Key Allegedly Sent to TDPL Employee
The ECIR contains another significant allegation concerning the examination process.
According to the ED, before the results of the Civil Services Preliminary Examination were declared, Shweta Gupta allegedly sent the examination answer key to TDPL employee Mohammad Usman through WhatsApp.
The alleged sharing of the answer key has emerged as one of the key aspects of the investigation into the examination process and the relationship between JPSC officials and the private agency.
JSSC Exams Also Under ED Scanner
With TDPL now named as an accused, examinations conducted by the JSSC have also come within the broader scope of the investigation.
The ED’s reference to TDPL’s earlier association with JSSC, including the cancellation of its work order and the alleged three-year ban, is significant as investigators examine whether the alleged irregularities were confined to the JPSC examination or whether similar concerns extend to other recruitment examinations conducted by the agency.
The development could potentially widen the investigation into the recruitment examination ecosystem in Jharkhand.
