Daltonganj, September 26: In a significant move against a long-wanted Maoist accused, Latehar Police crossed into neighbouring Garhwa district to affix a court proclamation notice at the house of Raju Bhuiyan, a self-styled zonal commander of the CPI (Maoist), who has allegedly been evading arrest for several years.
A Latehar Police team reached Dandai village in Garhwa district on Friday and pasted the proclamation notice on the front wall of Bhuiyan’s house, directing him to appear before the court on November 10, 2026.
Wanted in 14 cases across three districts
According to Latehar Police, Bhuiyan, who is in his late thirties, is wanted in 14 criminal cases registered across Latehar, Garhwa and Palamu districts. The cases include offences under the Unlawful Activities (Prevention) Act (UAPA), Criminal Law Amendment Act, Arms Act and the erstwhile IPC.
Latehar SDPO Sandip Kumar Gupta said an arrest warrant against Bhuiyan has been pending for a long time.
“There is a warrant of arrest against Raju Bhuiyan pending since long. He is either underground or has concealed himself to evade and avoid arrest,” Gupta said.
Latehar SP Kumar Gaurav described Bhuiyan as a veteran Maoist accused who has remained on the police’s wanted list since the launch of Operation Double Bull.
Linked to Operation Double Bull
According to police, Operation Double Bull was launched in February 2022 across the forests and hills of Lohardaga, Gumla and Latehar to dismantle Maoist networks and target their leadership.
Police said Bhuiyan was allegedly an active and destructive cadre associated with Maoist commander Ravindra Ganjhu during the period.
Court notice read aloud in public
The proclamation notice was issued by the Court of the Chief Judicial Magistrate, Latehar, on September 21.
The police team, led by Sub-Inspector Raja Dilawar, affixed the notice to the accused’s house and publicly read out the court’s order, as required under the legal procedure, police said.
The action was carried out under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which provides for proclamation against an accused who is evading execution of an arrest warrant.
Property attachment may follow
SDPO Gupta said the latest action allows Bhuiyan to appear before the court. If he continues to evade arrest or remains concealed, police may seek further orders from the court to declare him a proclaimed offender, following which legal proceedings for attachment of his movable and immovable property may be initiated, as applicable.
Latehar police station officer-in-charge Ashok Paswan said the team went to Dandai in connection with a 2022 UAPA case against Bhuiyan.
The cross-district action underscores the police effort to trace wanted Maoist accused even when they are suspected to be hiding outside the district where the cases were registered.
