n the recently concluded Jharkhand Assembly elections, Muslims played a pivotal role in shaping the state’s political landscape. Their collective support for the INDIA bloc was instrumental in securing a historic second consecutive term for the Hemant Soren-led Jharkhand Mukti Morcha (JMM) government. This feat marked a significant milestone in Jharkhand’s history, as no government had ever been re-elected in the state before. The unwavering backing from Muslims and tribal communities turned this political rarity into reality.
However, despite this overwhelming support, the tenure from 2019 to 2024 left many key demands of these communities unfulfilled, leading to growing discontent among their members, especially Muslims, before the elections.
Muslims Under the Scanner During Elections
Throughout the election period, Muslims faced targeted criticism from the BJP and its allies. They were labelled as infiltrators, and the NDA’s announcement of implementing the National Register of Citizens (NRC) in Jharkhand, if elected, further fuelled fears. Leaders, including Assam Chief Minister Himanta Biswa Sarma and even Prime Minister Narendra Modi, delivered speeches that propagated a narrative of division and insecurity for the Muslim community.

The Lingering Shadow of Mob Lynching
The tenure of the Raghubar Das-led BJP government (2014-2019) was marred by a series of mob lynching incidents in Jharkhand. In response, the Hemant Soren government passed the Anti-Mob Lynching Bill in 2021, demonstrating its commitment to justice. However, the bill remains in limbo as it was returned by the Governor, leaving victims and their families waiting for justice. Experts believe the government must prioritize resubmitting the bill with necessary amendments and ensuring its passage to restore faith in the system.
Addressing Long-Standing Demands
Muslim leaders and activists have highlighted several pressing issues that demand immediate government attention. The aftermath of the June 10, 2024, Ranchi firing incident is one such example. Victims await compensation, and the cases filed against 10,000 unidentified individuals remain unresolved. Activists urge the government to withdraw these cases, akin to its handling of the Pathalgadi cases, and to conduct a thorough CID investigation.
Furthermore, the establishment of a robust Urdu Academy, a Madrasa Board, and dedicated training centres for minority students preparing for competitive exams like UPSC and JPSC remain on the wish list of the Muslim community. The conversion of the Haj House into a resource centre for such purposes has also been proposed.
Improving Education and Healthcare
Education and healthcare infrastructure in Muslim-majority areas require significant improvement. Activists are calling for the establishment of Chief Minister Excellence Schools and new Primary Health Centres in these regions to address the glaring gaps in basic amenities.
The Waqf Amendment Bill Controversy
The proposed Waqf Amendment Bill 2024 by the central government has sparked concerns among the minority community. Leaders and activists have urged the Jharkhand Assembly to pass a resolution opposing its implementation in the state, emphasizing the importance of protecting Waqf properties and the rights of the Muslim community.
Unmet Promises: Recruitment and Budget Allocation
The long-pending recruitment of 3,712 Urdu teachers remains a key demand. The community also seeks the reversal of orders cancelling Friday holidays in Urdu schools. Additionally, calls for increased budgetary allocations for minorities have gained momentum, with leaders stressing the need for inclusive growth.
A Test of Governance
The Hemant Soren government now faces the daunting task of addressing these unmet expectations. Swift action on critical issues like justice for victims, infrastructure development, and policy reforms can strengthen the trust of Muslim and tribal communities. By fulfilling these promises, the government has an opportunity to not only uphold its credibility but also reinforce the inclusive governance that it stands for.
The coming years will be a litmus test for the Jharkhand government to translate its electoral promises into meaningful action, ensuring justice, equality, and progress for all communities.
