Dhanbad, May 28: The National Medical Commission (NMC) has imposed a penalty on all six medical colleges of the state for deficiencies of faculty members and dead bodies.
The NMC, during a video conferencing, informed the principals of all six medical colleges in this regard. The video conferencing was held on different dates this month.
SBMCH, MMCH get NMC letters
Sheikh Bikhari Medical College Hospital (SBMCH), Hazaribagh principal Dr SK Singh and Medinirai Medical College Hospital (MMCH) Palamu establishment in-charge Prof ( Dr) Atul Prakash admitted to have received the NMC letter regarding the fine.

However, Mahatma Gandhi Memorial Medical College Hospital (MGMMCH) Jamshedpur principal Dr KN Singh. Shahid Nirmal Mahto Medical College Hospital (SNMMCH) principal Dr Jyotiranjan Prasad, Phulo Jhanho Medical College Hospital (PJMCH) Dumka principal Dr Arun Kumar Choudhary are yet to get the letter.
Dr SK Singh, director medical education wing of the health department said that all the colleges will get the letter soon.
However, principals of three colleges said only after getting the NMC letter they will write to the health department to pay a fine.
Sources said that NMC has imposed penalties not only on medical colleges of Jharkhand alone but other medical institutions across the country have also been asked to pay such penalties.
NMC slaps fine of Rs 20 lakh on RIMS
The NMC has imposed the hihest penalty Rs 20 lakh on RIMS Ranchi followed by Rs 12 lakh each on MMCH Palamu and PJMCH Dumka. MGMMCH Jamshedpur, SNMMCH Dhanbad and SBMCH Hazaribagh have been slapped with Rs 2 lakh each.
Though the NMC has pointed out different shortcomings in imposing penalties, shortage of faculty members and lack of dead bodies are common deficiencies in all institutions.
Dead body deficiency
As per NMC guidelines, one body should be there for 10 students in the college. Five colleges, MGMMCH, SNMMCH, SBMCH, MMCH and PJMCH have 100 MBBS seats each. But all of them have one or two bodies while they need a minimum of 10 bodies based on students’ strength.
A principal said the college gets only unclaimed bodies given by police otherwise no one gives his kith and kin. “In such conditions arranging bodies as per NMC guidelines is an uphill task,” he added.
The NMC has also an imposed penalty for vacant posts of faculty members which is beyond the jurisdiction of the principal. If a college has 150 sanctioned posts of teachers and against it, only 75 are working, NMC has also fined for that.
A medical college has also been fined for a blood bank facility and less numbers of delivery in hospitals. A principal said since the health department has promoted and facilitated institutional delivery, patients go to Sadar Hospitals and CHCs. “How will we force them to come to medical college,” he asked.
