Ranchi: The Jharkhand cabinet today approved a proposal to amend statutes on minimum qualification for appointment of teachers under which a Doctor of Philosophy (PhD) degree is no longer mandatory to apply for the post of assistant professor at higher education institutions.

It was done after the University Grants Commission (UGC) took back its 2018 regulation that had made PhD a must for the appointment of teachers in colleges and universities.

The Cabinet, in a meeting, also approved to creation of a total of 26 posts of qualified instructors and a Digital Language Lab to make Digital Language Lab functional in the universities and constituent colleges of the state.

It also approved the re-structuring of posts for teachers and non-teaching staff as per requirement as per the enrollment capacity in the light of the criteria of All India Council for Technical Education (AICTE) in the branches being taught and proposed in Government Engineering College, BIT Sindri.

The cabinet meeting, presided by Chief Minister Hemant Soren, also approved the dismissal of Dr. Loveleen Pandey, Medical Officer, Community Health Center, Hariharganj, Palamu and Dr. Tarun Kumar, Medical Officer, Sadar Hospital, Pakur.

  1. In case of delay of more than one year in the acceptance of ACP, the officers of the Judicial Service of Jharkhand State were approved to be granted one additional increment for every year, subject to adjustment at the time of withdrawal of the outstanding amount of ACP.
  2. 6 Mahindra Scorpio Classic S BS6.2 vehicles and 6 pieces Mahindra Scorpio Classic $11 BS6 vehicles for maintaining law and order in “Jharkhand Women’s Asian Championship Trophy-2023” and various festivals held in Ranchi from October 27, 2023 to November 05, 2023.
  3. Approval was also given to authorize officers of the level of Police Inspector/Sub Inspector of Police below Deputy Superintendent of Police to investigate the cases filed under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 in the state of Jharkhand.
  4. The Council of Ministers approved the proposal for the formation of Jharkhand Ground Water Service Rules, 2023.
  5. Widening and strengthening/reconstruction of “Chainpur (on Majhatoli-Chainpur-Dumri road)-Jari (on Bhikhampur-Jari-Meral road) road (total length – 10.109 km) under Gumla district by transferring it from Rural Works Department to Road Construction Department. Administrative approval of only Rs. 29,60,37,000/- (twenty nine crore sixty lakh thirty seven thousand) was given for the work (including land acquisition).
  6. To increase the monthly honorarium payable to “Parganait” from Rs. 1000 to Rs. 3000.
  7. Compensation payment to a total of 24 victims/dependents of Bokaro district in the year 1984 anti-Sikh riots. For this, approval was given to approve a total of Rs 1,20,05,740/- (One Crore Twenty Lakh Five Thousand Seven Hundred Forty) only as advance from the Jharkhand Contingency Fund.
  8. Approval was given to amend the English version of the Jain University Bill, 2023 (Hindi) as originated and passed in the Jharkhand Legislative Assembly on 21.03.2023.
  9. Necessary amendments were approved in Jharkhand State Forensic Science Laboratory Service Rules, 2019 (including amendments).
  10. Approval was given for service regulation and salary payment for the period of being out of service due to the termination of service of six employees of the Rehabilitation Office, North Koel Project, Medininagar under the Water Resources Department.
  11. Post-post facto approval was given on Jharkhand Micro, Small and Medium Enterprises (MSME) Promotion Policy-2023.
