New Delhi: Taking suo motu cognisance of the rising number of stray dogs and incidents of dog bites in Delhi and NCR, the Supreme Court has taken a tough stand, directing that the entire Delhi-NCR region be made free of stray dogs within eight weeks.
Order to build shelters with a capacity of 5,000 dogs
The court ordered that all stray dogs be caught and kept in special shelters, and under no circumstances should they be released back onto the streets. It also directed that shelters with a capacity for 5,000 dogs be prepared.

Directive to issue helpline numbers
The Supreme Court described dog bites in Delhi as a very serious matter and called for immediate action. The court stressed that under no circumstances should infants and small children fall victim to stray dogs.

Authorities have been instructed to issue helpline numbers within one week so that people can report dog bite incidents.
Strict action against obstruction
The court ordered the concerned administrative agencies to keep a detailed daily record of dogs caught. It also instructed the MCD, NDMC, and Delhi government to work together on this matter.
The Supreme Court made it clear that if any individual or organisation obstructs this process—whether by trying to prevent the capture of dogs or by staging protests—legal action will be taken against them.

Safety of children, women, elderly a priority
In its order, the court said that the safety of children, women, and the elderly is a priority. Therefore, it is necessary to make the streets of Delhi-NCR free of stray dogs as soon as possible to eliminate the risk of deadly diseases such as rabies.
Report in 8 weeks
The Supreme Court has directed all concerned agencies to submit a status report on the measures taken within eight weeks. The court warned that no negligence or delay in this work will be tolerated.
