6 IAS, 5 IPS & over 100 BAS officers transferred in Bihar

Patna, Oct 6: In a significant administrative reshuffle, the Nitish Kumar-led Bihar government on Sunday transferred six IAS officers, five IPS officers, 102 Bihar Administrative Service (BAS) officers, and two Bihar Police Service officers, ahead of the 2025 Assembly elections.

Notifications were issued by the General Administrative Department (GAD) and the Home Department late Sunday evening.

Key IAS Transfers

Among the notable IAS transfers-

Abhilasha Sharma (IAS: 2017), Joint Secretary in the Urban Development and Housing Department, has been appointed as the District Magistrate (DM) of Arwal.

Kumar Gaurav (IAS: 2017), current DM of Arwal, has been shifted as Additional Executive Director of the State Health Society.

Anil Chaudhary (IAS: 2011), Commissioner of Madhubani Municipal Corporation, has been made Special Secretary in the Home Department.

Upendra Prasad (IAS: 2013), Settlement Officer of Jehanabad, has been transferred as Additional Secretary in GAD.

Sanjay Kumar (IAS: 2014), Additional Secretary in GAD, has been given additional charge as General Manager of Bihar Development Mission.

Sparsh Gupta (IAS: 2019), Deputy Development Commissioner of Kishanganj, will now serve as Managing Director of Bihar State Seed Corporation.

102 BAS Officers Transferred

A large number of BAS officers, including ADMs, additional collectors, land revenue officers, district transport officers, settlement officers, and land acquisition officers, were also reshuffled.

One notable move was –

Ranjeet Kumar, Officer on Special Duty (OSD) in the Commercial Taxes Department, has been appointed Private Secretary to Deputy Chief Minister Samrat Choudhary.

Key IPS Transfers

The Home Department transferred five IPS officers –

Manish Kumar (IPS: 2017), SP of Central Selection Board (Constable Recruitment), is the new SP of Arwal.

Inamul Haq Mengnoo (IPS: 2012), SP of Arwal, has been made Rail SP, Patna.

Amratendu Shekhar Thakur (IPS: 2017), Rail SP, Patna, has been shifted to SP, Central Selection Board (Constable Recruitment).

Pushkar Anand (IPS: 2009), SP of Special Branch, has been appointed Commandant, Bihar Special Armed Police-9, Jamalpur.

Aditya Kumar (IPS: 2011), who was under suspension and awaiting posting, has been appointed SP in the Prohibition and Excise Department.

Aditya Kumar Returns Post Suspension

The transfer of IPS Aditya Kumar draws particular attention. Suspended in October 2022 after being accused of impersonating a High Court judge during a phone call to the DGP, Kumar had faced departmental and criminal proceedings.

The Economic Offences Unit (EOU) had filed an FIR against him. His suspension was revoked on October 3, 2025, and he was awaiting posting. With the latest reshuffle, he returns to active duty.
