Jharkhand Elections: Opp parties urge polling agents to be careful of Form 17 C

Daltonganj, May 3: The 11-day delayed announcement of the final poll percentage of the first phase of the voting held on April 19 by the ECI has alarmed the opposition parties. It is agog with many fears and apprehensions.

The common refrain is that the ECI has landed itself in muddy waters following such a delayed pronouncement of the percentages of the first phase of the voting.

The opposition parties have a genuine question as to what on earth made the ECI come out of the poll percentage of the first phase of polling so late by 11 days when in the past it used to be in the public domain in 24 to 30 hours from the time of the end of the voting of the phase in question.

RJD State President Sanjay Kumar Singh Yadav told this correspondent, “We have asked our polling agents to be very careful about Form 17 C. Form 17 C is a vital declaration of the presiding officer of the polling booth regarding the votes recorded by the EVM.”

Form 17 C is an account of votes recorded

Form 17 C is an account of the votes recorded. This account bears the names and full signatures of the polling agents. It’s mandatory. The presiding officer has to fill up Form 17 C in all purity and accuracy of votes recorded as per an EVM.

Form 17 C details without any error or inaccuracy the total number of votes recorded as per the EVM.

This total number of votes recorded as per the voting machine is to be tallied with the total number of voters as entered in the register for voters.

Those voters who decided not to vote and those voters who were disallowed to vote would not have anything to do with the total number of votes recorded as per the voting machine.

Again, test votes cast by the polling agents before the actual voting are to be set aside completely and can’t be counted anymore for any purposes.
