Ramgarh, July 26: Taking cognizance of the problems being faced by the people of the district due to the movement of animals on the roads within Ramgarh city, Deputy Commissioner Chandan Kumar has banned the movement of stray and private animals in public places.
In his order, the DC said that animals such as cows, buffaloes, bulls etc found moving on the road during the said period, would be seized and kept in the temporary Kanji House built in the Kisan Kendra located in Kaitha area under Ramgarh city.
What are the rules to keep animals off the road?
1. The movement of animals on public roads within the city will be prohibited from 07:00 am to 08:00 pm.
2. The movement of animals on public roads within the prescribed restricted limit will be considered a violation of the rules and a fine of Rs 200 per animal per day and the expenditure incurred on maintenance can be imposed on the animal owner.

3. The animal roaming in public without any animal owner will be seized and sent to the temporary Kanji House and the animal will be released only after the animal owner submits sufficient evidence and deposits the amount of fine and the expenditure incurred in the maintenance of the animal.
4. Expenses incurred in the safekeeping of seized animals in Kanji House, such as fodder, health checkup medicines etc. for animals will be required to be deposited by the animal owner before releasing the animal. (Rs. 300/- per day per animal, additional payable, medical expenses etc.) This amount will be in addition to the monetary penalty of Rs. 200 per day.
5. This rule will apply to both the Ramgarh Municipal Council area and Ramgarh Cantonment Board Area and the work of monetary penalty and seizure of animals can be done by the officials of the Municipal Council in both the areas. The Cantonment Board, Ramgarh can also seize such animals from any part of the city by running a campaign for appropriate action and hand them over to Kanji House.
6. If the animal is not released within seven (07) days, it will be auctioned by the temporary Kanji House.
7. An appeal can be made before the District Level Kanji Appellate Committee against the monetary penalty or any other order.
8. Relevant action will be taken by establishing mutual coordination as required under the Act / Rules applicable in the Ramgarh Municipal Council and Ramgarh Cantonment Council area.
