Dhanbad, April 1: The Jharkhand Public Service Commission (JPSC) had directed universities to submit the names of two experts for processing the promotion files of 2008 batch teachers. However, the Raj Bhavan (Governor House) has set aside this directive, instructing universities to route the names through the Chancellor’s Office instead of sending them directly to JPSC. Additionally, universities have now been asked to submit the names of 10 experts instead of two.

According to sources, after receiving JPSC’s order, university authorities sought clarification from the Chancellor’s Office, which subsequently halted the direct submission to JPSC.

Binod Bihari Mahto Koylanchal University (BBMKU) Dhanbad, Vinoba Bhave University (VBU) Hazaribagh, and Sido Kanhu Murmu University (SKMU) Dumka have complied with the revised directive, while Kolhan University (KU) Chaibasa has yet to submit its list.

Variations in Submission of Expert Names

SKMU Dumka and VBU Hazaribagh have sent lists of 10 and eight experts, respectively, while BBMKU Dhanbad has adhered to JPSC’s original directive by submitting only two names.

VBU Hazaribagh Registrar Dr. Sadique Rajaque was unavailable for comment on Tuesday morning, while VBU Teachers’ Association President Dr. K.K. Gupta confirmed that eight expert names—all from outside the state—were forwarded to the university authorities. However, he was unsure if they had been sent to Raj Bhavan.

Stalled Promotions for 2008 Batch Teachers

In the 25 years since Jharkhand’s formation, only teachers from the 1996 batch have received a single promotion, while those from the 2008 batch in universities and colleges have been waiting for 17 years. As a result, Jharkhand remains the only state in the country without a single professor in its universities.

Resentment in BBMKU Over Expert Selection

The selection of experts at BBMKU Dhanbad has sparked discontent among faculty members. A senior professor pointed out that the university has included the name of a 2018 batch teacher from P.K. Roy Memorial College, despite his lack of experience and absence from the promotion list.

“It is surprising that a 2018 batch teacher has been chosen to handle senior faculty members’ promotion matters,” the professor remarked.

Further Delays Expected at Kolhan University

Promotions at Kolhan University are likely to face additional delays as the university has not yet submitted the required list to JPSC. KU Teachers’ Association President Dr. S.K. Singh and Secretary Dr. Indal Paswan attributed the delay to administrative disorder due to the absence of a regular vice-chancellor.

However, with Dr. Anjana Gupta recently assuming office as Kolhan University’s Vice-Chancellor after a two-year gap, efforts are now underway to restore order. Last week, she assured faculty members that teacher promotion files would be prioritized and cleared within a week, said Teachers’ Association office bearers.
