Ranchi, May 2: Serious allegations of a large-scale scam in the Jharkhand Health Department have been raised by BJP MLA Naveen Jaiswal, who has called for an independent investigation into the matter. Addressing a press conference at the BJP state headquarters in Ranchi, Jaiswal expressed concern over what he described as “continuous exposure of irregularities” within the department.
Chief Secretary Orders Inquiry, Questions Raised Over Transparency
The issue gained further attention after the Chief Secretary directed the Health Secretary to conduct an inquiry into the reported irregularities. However, Jaiswal criticised this move, questioning the credibility of an internal probe.
He remarked that assigning the investigation to the same department was akin to “letting the cat guard the milk,” raising doubts about the transparency and fairness of the process.

Allegations of Inflated Procurement and Tender Manipulation
Jaiswal alleged that procurement practices within the Health Department involved significant financial irregularities. According to him, items with a market value of ₹1 were purchased at prices three to five times higher.

He further claimed that multiple companies were registered under the names of members of the same family to manipulate the tender process and secure undue benefits. These practices, he said, cast serious doubts on the integrity of the procurement system, including purchases made through the GeM portal.
Accusations Against Health Minister
The BJP leader also accused Health Minister Irfan Ansari of misusing his position to favour certain associates in awarding contracts. He alleged that such actions led to large-scale misappropriation of government funds.
Scam Compared to Fodder Scam, Claims BJP Leader
Highlighting the scale of the alleged irregularities, Jaiswal claimed that financial discrepancies amounting to crores of rupees have surfaced across multiple districts. He described the situation as potentially more serious than the infamous Fodder Scam.
Demand for Independent Probe and Strict Action
Jaiswal demanded that the Chief Minister order an investigation by an impartial and independent agency. He also called for:
- Registration of FIRs against the officials involved
- Immediate dismissal of the Health Minister
- A thorough audit of procurement and tender processes
The BJP leader linked the alleged Health Department scam to other issues in the state, including irregularities in sand, coal, land, and iron ore sectors. He claimed these indicate a pattern of systemic misuse of public resources.
