Daltonganj, September 5: Jharkhand’s two BJP MPs, Vishnu Dayal Ram and Nishikant Dubey, have been named members of the 31-member Joint Parliamentary Committee (JPC) examining the Foreign Contribution (Regulation) Amendment Bill, 2026.
The Lok Sabha Speaker notified the committee on September 3 after both Houses of Parliament referred the Bill to the JPC on August 12.
31-member panel to examine FCRA Bill
The committee has 21 Lok Sabha members and 10 Rajya Sabha members. The BJP has 14 members, including the two Jharkhand MPs, while the Congress has five.
The JD(U), TMC and DMK have two members each, while the Samajwadi Party, IUML, Shiv Sena, NCP (SP), NCP and TDP have one member each.
Bihar BJP MP Sanjay Jaiswal has been appointed chairman of the JPC.
Vishnu Dayal Ram says stakeholders’ views will be heard
Speaking to The Jharkhand Story Network, Palamu MP Vishnu Dayal Ram said the committee would examine the provisions of the proposed FCRA amendment by taking the views of experts and stakeholders.
The JPC is required to submit its report to the Lok Sabha by the last day of the first week of the Winter Session of Parliament in 2026. Its recommendations will not be binding on the government.
Proposed asset powers draw attention
One of the contentious provisions relates to a proposed designated authority that could take over, manage or dispose of assets created from foreign contributions if an organisation’s FCRA registration is not renewed or is suspended or cancelled.
The provision has raised concerns among sections of Christian organisations, particularly those involved in education, healthcare and social welfare.
Palamu has a significant presence of institutions run by Christian organisations, including schools, hospitals and childcare facilities serving economically vulnerable families. The proposed provisions have therefore drawn particular attention in the district.
The JPC’s deliberations are expected to bring the views of various stakeholders before Parliament before the government takes a final position on the proposed legislation.
