Ranchi, Dec. 20: Jharkhand BJP president and Leader of Opposition Babulal Marandi has written a detailed letter to Chief Minister Hemant Soren demanding cancellation of the entire MBBS admission process for the academic session 2025–26. He alleged that large-scale irregularities were committed by the Jharkhand Combined Entrance Competitive Examination Board (JCECEB), resulting in injustice to eligible and meritorious candidates of the state.

Marandi said that violations occurred during counselling for medical college admissions, particularly in reserved and unreserved categories, and that several candidates managed to secure seats using fake caste and domicile certificates.

Inquiry Committee Found Fake Certificates

Following complaints by candidates, the Department of Health, Medical Education and Family Welfare constituted a three-member inquiry committee on November 19, 2025, under the chairmanship of JMHIDPCL Managing Director Abu Imran.

According to Marandi, the committee’s report confirmed that caste and domicile certificates of at least three candidates — Sucharita Das, Kajal and Bhavini — were fake. These certificates were allegedly issued from Godda and Giridih districts. In addition, documents of six other candidates, all residents of states outside Jharkhand, were also found to be forged.

The committee recommended a detailed investigation by an impartial agency and advised that JCECEB must link its counselling data with the National Testing Agency (NTA) through an API, as mandated by Medical Counselling Committee (MCC) guidelines.

MCC Guidelines Allegedly Ignored

Marandi pointed out that MCC guidelines clearly state that no changes in caste, domicile or personal details are allowed after the NEET UG application deadline of March 7, 2025. NEET results were declared on June 14, 2025.

Despite this, JCECEB allegedly allowed candidates to submit modified caste and domicile certificates after the results, enabling several general category candidates to secure admission under reserved quotas, including SC and ST categories.

Violation of Jharkhand Domicile Rules

Referring to JCECEB Advertisement No. 28/25-41 dated July 15, 2025, Marandi said that only residents of Jharkhand are eligible for seats under the state quota. As per the Jharkhand government resolution of April 18, 2016, 1985 is the cut-off year for determining domicile.

He alleged that these rules were ignored and seats were allotted to candidates who were not eligible residents of the state.

Examples of Alleged Fraudulent Admissions

Marandi cited several specific cases in his letter:

  • Ashish Kumar and Pushpam Kumari, siblings, are the children of a Bihar resident from Bhagalpur. Though their family settled in Sahibganj in 2000, they allegedly obtained fake ST caste and domicile certificates and secured admission in RIMS, despite being ineligible under the 1985 cut-off rule. Their Aadhaar records reportedly show Bihar residency.
  • Bhavini, daughter of a Delhi resident, allegedly obtained caste and domicile certificates from Giridih district in August 2025 and secured admission under the ST category in a Hazaribagh medical college.
  • Ankit Anand, whose scorecard showed different category ranks, allegedly changed his category to gain admission benefits.
  • Pappu Singh was initially registered as an ST candidate but later obtained an ST disability certificate in November 2025 and secured admission at RIMS.
  • Sucharita Das obtained domicile and caste certificates from Godda district in November 2025 and was admitted to Dhanbad Medical College. Her admission was later stopped after discrepancies were found.
  • Kajal allegedly submitted fake documents from Giridih district to secure a seat at RIMS but was caught during verification.

Marandi also named Megha Kumari, Chahat Raj, Jitendra Kumar, Sagar Kumar, Jyoti Raj and Manish Raj, who allegedly secured seat allotments using fake documents but did not complete enrolment fearing detection.

JCECEB Admitted Lack of Verification

The BJP leader further claimed that JCECEB failed to verify documents during counselling. He cited a letter from the Examination Controller stating that certificate verification was left to medical colleges, even though seat allocation was done centrally by JCECEB.

Demand for Cancellation and CBI Probe

Calling the issue a “major conspiracy,” Marandi demanded immediate suspension or dismissal of guilty JCECEB officials, cancellation of the counselling results, fresh counselling as per MCC guidelines, and a CBI inquiry into the alleged medical admission scam.
