Patna, July 8: In a significant policy move, the Bihar Cabinet on Tuesday approved 35% horizontal reservation in government jobs for women who are natives of Bihar, along with the formation of a dedicated Youth Commission.

A total of 43 proposals were cleared, covering welfare schemes, infrastructure projects, and administrative reforms.

Chief Secretary S. Siddharth informed the media that all 43 approved agendas reflect the state government’s commitment to inclusive growth, youth empowerment, and responsive governance.

New Youth Commission to Address Diverse Needs

A key highlight was the establishment of the Bihar Youth Commission, aimed at addressing the challenges and aspirations of individuals aged 18 to 45.

The commission will consist of a chairman, two vice-chairmen, and seven members. It will focus on a wide spectrum of youth, including migrant workers and students studying outside Bihar, unemployed graduates, students from economically weaker backgrounds, and others identified as needing targeted intervention.

Major Boost for Women in Govt Jobs

The cabinet also passed a landmark decision to implement 35% horizontal reservation for women who are natives of Bihar.

This quota will apply to all direct recruitment posts across government service cadres. The measure is expected to significantly boost women’s participation in state government jobs.

Support for Farmers Amid Monsoon Woes

In response to erratic monsoon patterns and the threat of drought, a diesel subsidy package worth ₹100 crore has been approved for farmers. The subsidy will support irrigation needs for crops such as paddy, maize, barley, oilseeds, jute, seasonal vegetables, and medicinal plants.

Incentives for Differently Abled Civil Service Aspirants

Under the Divyangjan Civil Seva Protsahan Scheme, differently abled candidates clearing the preliminary exams of UPSC and BPSC will receive incentives—₹50,000 for UPSC and ₹1 lakh for BPSC qualifiers.

Infrastructure Upgrade: Hisua Bypass Gets Green Light

On the infrastructure front, the Cabinet gave the go-ahead for the construction of the Hisua Bypass, a 2.9 km road project valued at ₹35.29 crore. Once completed, it is expected to ease congestion in the bustling Hisua Bazaar area.
