Ranchi, March 18: The Budget Session of the Jharkhand Assembly concluded today with a detailed address by Chief Minister Hemant Soren, who outlined the state’s achievements, ongoing welfare initiatives, and future development roadmap.

Describing the Assembly as the “highest platform of democracy,” Soren highlighted key progress made by his government over the past six years, particularly in financial management, social welfare, and infrastructure development.
State Budget Grows by 85% in Six Years
The Chief Minister said Jharkhand’s budget has increased significantly—from ₹86,000 crore six years ago to ₹1.58 lakh crore—marking an 85% growth. He added that the state now ranks third in the country in financial management.

Expansion of Social Welfare Schemes
Soren emphasised the government’s focus on social security, noting that:
- The universal pension scheme now covers over 36 lakh beneficiaries
- The Maiyan Samman Yojana is benefiting more than 50 lakh women
- A provision of ₹34,000 crore has been allocated this year for women and girl-centric schemes
Push for Education and Skill Development
In the education sector, the government has already launched 80 CM Schools of Excellence, with plans to open 100 more schools.
Key announcements include:
- Establishment of Dr B.R. Ambedkar University in Chatra
- Opening of new degree and engineering colleges
- Scholarships for students to pursue higher education abroad
Jobs, Exams and Pension Reforms
The Chief Minister said the government has successfully conducted three JPSC examinations within one term, addressing long-standing recruitment delays. He also highlighted the implementation of the Old Pension Scheme (OPS) for government employees.
Technology, Infrastructure and Green Energy Focus
Looking ahead, Soren announced plans to develop a CM Data Intelligence Platform to monitor government schemes more effectively.
Other key initiatives include:
- Promotion of IT parks and digital infrastructure
- Expansion of eco-tourism projects
- Increased focus on clean and renewable energy
Cultural and Migrant Support Initiatives
To preserve Jharkhand’s cultural heritage, the government will develop a Guruji Memorial and upgrade historical sites across the state.
Additionally, support centres for migrant workers and citizens will be set up in other states and abroad to provide assistance.
Centre and Opposition Targeted
The Chief Minister criticised the Central Government over pending MGNREGA dues and wage rates, while also accusing the opposition of remaining absent during Assembly proceedings.
Session Records High Productivity
According to the Speaker, the session achieved 112% productivity, with nearly 74 hours of work completed against the scheduled 66 hours.
During the session, the Assembly also passed the Jharkhand State Universities Bill, 2026, and introduced the NeVA e-Vidhan system.
Session Adjourned Indefinitely
The Speaker concluded the session by extending greetings to the people of the state on upcoming festivals, before adjourning the House indefinitely.
