New Delhi, April 10: Former Rajya Sabha Deputy Chairman Harivansh Narayan Singh has returned to Parliament as a nominated member. Vice President C.P. Radhakrishnan administered the oath. His previous term ended on April 9.

President Droupadi Murmu nominated him to the Upper House after his party, JD(U), did not field him in the recent Rajya Sabha elections.

Fills Ranjan Gogoi’s Vacant Seat

Harivansh has been nominated to the seat vacated by former Chief Justice of India Ranjan Gogoi. He will now serve in the Rajya Sabha until 2032.

The Rajya Sabha has 12 nominated members, selected by the President for their contributions to fields like literature, science, art, and social service.

Deputy Chairman Role Possible

As a nominated MP, Harivansh is eligible to contest for the post of Deputy Chairman under Article 89 of the Constitution. The Rajya Sabha decides the election with a simple majority.

Harivansh earlier served as Deputy Chairman from 2018 to 2024 and could return to the role if consensus emerges.

Political Signals and Background

His nomination comes after the JD(U) chose not to renominate him, triggering political speculation. The move is seen as significant, especially given his past association with Bihar Chief Minister Nitish Kumar.

Prime Minister Narendra Modi had hinted at his return during a farewell speech in March, saying Harivansh’s public role was not over.

A former journalist, Harivansh has represented Bihar in the Rajya Sabha and built a reputation for balanced conduct in House proceedings.
