Ranchi, Aug. 11: In a major bureaucratic reshuffle, the Jharkhand government has shifted Principal Secretary to Governor Nitin Madan Kulkarni to the Agriculture department. Vipra Bhal, a 2006 batch IAS officer, will replace Kulkarni in the Raj Bhawan.
The Department of Personnel, Administrative, Reforms and Official Language has issued a notification related to this.

Vipra Bhal (Additional Charge- Secretary, Commercial Tax Department, Jharkhand, Ranchi and Chief Executive Officer, Jharkhand Communication Network Ltd., Ranchi), posted on the post of Secretary, Information Technology and E-Governance Department, is transferred and appointed and posted as Principal Secretary to the Governor till further orders.
Nitin Madan Kulkarni, posted to the post of Principal Secretary to the Governor, is transferred and appointed and posted on the post of Principal Secretary, Agriculture, Animal Husbandry and Cooperative Department till further orders.
Mast Ram Meena (Additional Charge- In-charge Member, Revenue Board, Jharkhand, Ranchi), Principal Secretary, Planning and Development Department, will also hold the additional charge of Principal Secretary, Drinking Water and Sanitation Department.
Sunil Kumar, posted as Principal Secretary, Road Construction Department, will continue to hold the additional charge of Principal Secretary, Urban Development and Housing Department, Managing Director, JUICO and Managing Director, Greater Ranchi Development Agency (GRDA).
Dr. Amitabh Kaushal (Additional Charge Secretary, Disaster Management Division, Jharkhand, Ranchi), posted as Secretary, Food, Public Distribution and Consumer Affairs Department, is transferred and appointed and posted as Secretary, Information Technology and E-Governance Department. Also, Dr Kaushal will continue to hold the additional charge of Secretary, Commercial Tax Department, Jharkhand, Ranchi.
Manish Ranjan, posted as Secretary, Building Construction Department, (Additional Charge-Managing Director, Jharkhand State Building Construction Corporation Limited, Ranchi), is transferred and appointed and posted as Director, Krishna Lok Prashasan Sansthan, Jharkhand, Ranchi.
Rajesh Kumar Sharma, posted as Secretary, Drinking Water and Sanitation Department, is transferred and appointed and posted as Secretary, Disaster Management Division.
Abubakar Siddiqui, posted as Secretary, Agriculture, Animal Husbandry and Cooperative Department, is transferred and appointed and posted as Secretary, Forest, Environment and Climate Change Department.
Manoj Kumar, posted as Secretary, Govt., Child Development and Social Security Department, will continue to hold the additional charge of Secretary, Excise and Prohibition Department along with his duties till further orders.
Arwa Rajkamal (Additional Charge Resident Commissioner, Jharkhand Bhawan, New Delhi, Secretary, Urban Development and Housing Department, Jharkhand, Ranchi, Managing Director, JUIDCO and Managing Director, Greater Ranchi Development Agency (GRDA), posted on the post of Secretary to Chief Minister, Jharkhand is transferred and appointed and posted as Secretary, Building Construction Department. Along with this, Rajkamal will also hold the additional charge of Managing Director, Jharkhand State Building Construction Corporation Limited, Ranchi and Resident Commissioner, Jharkhand Bhawan, New Delhi.
Jitendra Kumar Singh (Additional Charge Chairman, Jharkhand State Mineral Development Corporation Limited), posted on the post of Secretary, Mines and Geology Department, will also hold the additional charge of Secretary, Industries Department.
Uma Shankar Singh (Additional Charge- Chief Executive Officer, Sidhu-Kanho Krishi Evam Vanopaj Rajya Sahakari Sangh Ltd.), posted on the post of In-charge Secretary, School Education and Literacy Department.
