Daltonganj, December 16: A total of 13 cells have been set up for the ensuing civic body elections in Palamu.

An order to this effect has been issued by the District Election Officer (DEO-Municipality) cum Deputy Commissioner (DC) Sameera S on December 11. The order reads that all 13 cells will become effective with immediate effect.

Civic body elections in Palamu are to be held at 5 places, which include Nagar Nigam Medininagar, Nagar Parishad Bishrampur and 3 Nagar Panchayats, one each at Chhaterpur, Harihurganj and Hussainabad.

Civic body elections in Palamu are seen as more difficult and tense than the Lok Sabha election, following candidates and voters knowing each other’s political affiliation and muscle and money power as well.

Civic body elections are keen and fierce in Palamu. Caste and religion play an influential role.

Ratan Kumar Singh, Deputy Election Officer (municipality), is the head of the most sensitive cell, Nirvachan Koshang. Nirvachan Koshang is like the pulse of the election.

Close to this Nirvachan Koshang are Karmik Koshang, Ballot Box Koshang and Helpline and Public grievance Koshang – all these three have a Nodal Officer in Md Jawed Hussain, the Deputy Development Commissioner (DDC).

Equally important and sensitive Koshang is Law and Order and Model Code of Conduct, which has its Nodal Officer in Kundan Kumar, the Additional Collector here in Palamu.

Training Koshang is headed by District Supply Officer Preeti Kisko and Observer Koshang by Peyare Lal, Land Revenue Deputy Collector.

Sadar SDO Sulochana Meena is the Nodal Officer of Material and Ballot Papers Koshang. She also heads another Koshang called Control Room Koshang.

Quite on the expected lines, Parivahan Koshang has Nodal Officer in Jitendra Kumar Yadav, the District Transport Officer.

Information and Technology Koshang is to be headed by Om Prakash Gupta, SDO Hussainabad.

State Taxes Joint Commissioner will head the Election Expenditures and Monitoring Cell.

Each of the 13 cells has tasks and work defined, asking further to remain updated on the instructions or directions coming from the state election commission, Ranchi.
