Daltonganj, May 10: The Nilamber Pitamber University has made a ‘replacement’ at the top in the university’s exam department/cell.

The present incumbent, Dr Ravi Shankar, controller in charge of university examinations, has been replaced by Dr Ajit Seth.

Both are teachers but in different departments and colleges. Prior to his becoming controller in charge of the university exams, Dr Ravi Shankar was in the GLA College’s Maths department. Dr Ajit Seth is from JS College’s economics department. Both colleges are in Daltonganj.

Notification Issued with Immediate Effect
A notification to this effect was issued by the registrar in charge Dr S K Mishra, under order of the VC on May 9.
Dr Ravi Shankar has been ‘requested’ to hand over the charge of the controller of university examinations to Dr Seth.
The promulgation of the notification of replacement is with ‘immediate effect’. Dr Ravi Shankar is to join his parent department of Maths in the GLA College.

Again, the induction of Dr Ajit Seth from the JS College into the university exams department/cell will further reduce its bare strength of teachers to a minimum in the JS College which has less teachers than any good high school.
Further, Dr Ravi Shankar had his tenure of controller in charge till October 2025 as per the version of the officials there.
VC Offers Brief Justification
This mid-tenure replacement has raised many eyebrows.
The notification of replacement doesn’t cite any reason for the replacement except a very plain order in six or seven lines.
This correspondent spoke to the VC, Dr Prof Dinesh Kumar Singh, on Saturday, May 10, to know the reason and urgency behind this replacement of the present controller of university examinations, to which the VC said, “It’s a replacement. Nothing more.”
Again asked that no reason, administrative or otherwise, has been mentioned or cited in the notification of the replacement, to which again the VC said “There was no need for that”.
The VC further explained that it’s a replacement and not a transfer.

Replacement Before Completion of Tenure
The mid tenure replacement of Dr Ravi Shankar who had around 22 weeks more to go before his tenure of 1 year as controller of university examinations comes to an end in October 2025, appears to be extraordinary, said sources.
The Raj Bhavan has its official say in these kinds of adhoc appointees like registrar in charge, controller of university examinations in charge etc who are given period of tenure ranging from 6 months to 1 year having full scope/ provision of renewal of tenure or extension of tenure for another period of time like additional six months or additional one year and also of denial of renewal or extension.
As the tenure of the controller of university examinations is a very sensitive and confidential one, one year is generally given to the incumbent.
University sources hinted at some more exit-entry in and out of the university on Saturday itself.
