Jharkhand News: Palamu DLSA to select 155 para-legal volunteers

Daltonganj, Sept 9: Under the instructions of the Jharkhand State Legal Services Authority (JHALSA), the Palamu district legal services authority (DLSA) is to select 155 para-legal volunteers (PLVs).

The last date for applying for the selection of the para legal volunteers is September 13 in the civil court Daltonganj.

The 12-point format of the application is easiest to fill up with the mention of the cell phone number besides other mandatory information like caste, date of birth etc.

All such applications for the para-legal volunteers are to be addressed to the principal district and sessions judge cum chairman of the Palamu district legal services authority Daltonganj.

Envelopes carrying application must have ‘For para legal volunteer’ boldly written atop the envelope. Applications can be sent by registered post or submitted hand to hand.

No reservation roster as it’s not an employment

The Jharkhand Story correspondent spoke to the Secretary DLSA Arpit Shrivastava to know if there is any reservation roster for it too.

Arpit Shrivastava said, “There is no reservation roster as such for the para legal volunteers.”

However, he said, “Preference shall be given to women while selecting para-legal volunteers.”

Arpit Shrivastava further elaborated saying, “Representation from suitable candidates belonging to the SC, ST, minority and other backward classes must be ensured” in empanelling the para legal volunteers. The Selection Committee is to use its ‘discretion’.

On being asked if being a para legal volunteer is a job or employment Arpit Shrivastava made it clear, “It’s not any employment. One should be very clear about it.”

Activity-based job

Shrivastava then explained, “It’s activity-based. And activity is of the day or days. A para legal volunteer gets remuneration for his or her activity assigned to him/her by the PDJ.”

Arpit Shrivastava agreed there may come activities for days together or there may come days and days dry of activity. A dry day in terms of activity brings no cheers to the para-legal volunteers.

Plan to depute one PLV at every police station

There is a plan for one para legal volunteer for each of the police stations here in Palamu.

Right now, only 5 police stations out of two dozen police stations here in Palamu have one para legal volunteer.

There is a mega plan to have one para-legal volunteer at each of the 260 panchayats in Palamu.

The DLSA secretary added, “We have three para legal volunteers in the central jail Daltonganj. One of the three is a female.”

The qualifying age of para legal volunteer is 18 years and above. For the 155 para legal volunteers, the cut-off date for 18 years is 1.1.24.

The door for the para legal volunteers is opened to retired teachers, retired government servants, aangan badi sevikas, members of the self-help groups, NGOs etc.

The DLSA secretary said, “We have a red line of the minimum age that is 18, right, but as for the upper age retired personnel can look forward to it. I again repeat to become a para-legal volunteer is not to be considered as employment.”

Arpit Shrivastava said, “We offer the opportunity to convicts serving a long term of imprisonment to try their luck to apply for the para legal volunteers.”

Court sources said a day of activity fetches 700 rupees for a para-legal volunteer and it’s always a long wish of every para-legal volunteer to have more and more days of activities.

There is a provision for travelling expenses that account for 200 rupees also.

About the activities, the secretary said, “Under the directive of the PDJ cum chairman of the DLSA here we survey a variety of works like the recent one of identifying and locating the disabled children. Some time back we carried a drive ‘Haq Hamara Bhi To Hai’. So, we have a fleet of activities going on.”

A para legal volunteer has to be familiar or well acquainted with one local language of the area besides having strong moral conduct, soft speaking and must not be any member of any political party and again must not have any criminal case against him.

Interview information will be on the official website of this court. There will not be any dispatch of the admit card read the official note.
