Daltonganj, July 21: A PhD row has erupted in the Nilamber Pitamber University in Daltonganj. One student activist, Rahul Kumar Dubey, has sent his complaint about the PhD entrance test held in 2023 to the PMO Delhi.

The complainant has a volley of allegations against the conduct of the PhD entrance test in 2023, like organised copying (unfair means), rigging, use of cell phones, favouritism and nepotism to kin and relatives of the teachers etc of the university to clear the test, violation of the UGC guidelines etc.

Teacher Accused of Aiding Candidate During Exam

The complaint begins with an episode of aiding and abetting an examinee of the PhD entrance test by blatant means of unfair means by a teacher identified as Sultana Perween.

The complainant maintained that this episode of a teacher helping an examinee outrageously during the test exam was covered and reported by the local media as well.

However, none of the allegations as levelled by the complainant have ‘supporting documents’ as mentioned by the PMO itself.

PMO Forwards Case to Higher Education Department

The PMO has stated the complaint ‘concerns to’ Ms Rina Sonowal Kouli, Joint Secretary (JS), Higher Education.

Dubey’s complaint was received in the PMO on July 20, with the observance of the PMO that Roll number of the complainant and supporting documents to be enclosed were ‘not provided’ by the complainant.

Any complaint lodged with the PMO has to have supporting documents which in this case the PMO has stated very clearly ‘not provided’ by the complainant.

The complainant has demanded high-level inquiry/ CBI probe/ judicial inquiry and scrapping of the results published in 2024.

The complainant has alleged that UGC guidelines for the PhD entrance test were flouted and violated, further accusing the university of shielding the malpractices and irregularities committed in the 2023 PhD entrance test under the cover of the latest 2025 guidelines for the PhD entrance test laid down by the UGC.

VC Rejects Allegations

This development has come a day after the press conference held by the Vice Chancellor Dr Prof Dinesh Kumar Singh on July 19 wherein the VC had categorically stated that “I on perusal of the files and relevant papers connected with the PhD entrance test in 2023, didn’t find anything ‘irregular and anomalous’ in the PhD entrance test.”

“I don’t know as to why there is such a hullabaloo of the entrance test held in 2023 now when the successful aspirants are advised to pursue the next course like subject/ topic registration, selection of PhD guides or supervisors, preparation of pre-submission synopsis etc,” said the Vice Chancellor.
