Daltonganj, May 12: Speculations are rife with regard to who is going to be tipped to work as PA to the VC of the Nilamber Pitamber University.
The position of PA to VC has fallen vacant since May 11 at the Nilamber Pitamber University.
For 16 long years since 2009, when this university was carved out of the Ranchi University, Rajiv Mukherjee served as PA to VC of the Nilamber Pitamber University before being sent to the YSN Mahila College Daltonganj on May 10 by the order of the VC. Mukherjee is known for his beautiful handwriting as clear as any typed one.
The Jharkhand Story correspondent refrains from hazarding any guess as to who will fit the bill as PA to VC here in the Nilamber Pitamber University.

Questioning the Role: Third-Grade Staff as PAs to VCs in Jharkhand Universities
PA to VC comes from the third-grade staff of the university. This is itself quite a questionable thing.
The pay scale of VC in Jharkhand state universities is 2,10,000 rupees per month, besides special monthly allowance of rupees 11,250 and other perks. The pay scale of VC in Jharkhand is guided by the UGC regulations 2018 as amended up to date 2000.
Such a high-scale VC has his PA from the contingent of the third grade! It’s time for the state government to give a second thought to it.
A divisional commissioner in Jharkhand has his pay scale of Rs 2,25,000 which is Level 17 pay matrix and a divisional commissioner has a personal secretary of the level of an additional district magistrate.

Need for Qualified PAs in University Leadership
A deputy commissioner has a deputy collector to oversee the residential office.
None of the two divisional commissioners nor the deputy commissioner has any assistant to oversee the job for the offices they head or lead.
In sharp contrast to this, the VCs in Jharkhand state universities are to make do with an assistant doubling up as PA.
Sources said the state higher education department should devise a mechanism for some professional PAs to VCs in the larger interest of the universities.
PA to VC holds quite a significant value as professionalism in terms of administrative and secretarial services and duties in the university are most expected from the PA to VC.
