Dhanbad, Jan 3: Development activities of almost all universities in Jharkhand have completely been paralysed without approval from the Syndicate.
In the last four months, no university in the state has been able to hold its Syndicate meeting so far.
VC is sole authority
The vice-chancellor is the sole authority to conduct Syndicate meetings. Since all universities currently function under an acting vice-chancellor, they must get approval from Raj Bhawan ( Chancellor) to hold Syndicate meetings.

A senior teacher of the BBMKU postgraduate department said that as per the University Statute, the Syndicate meeting must be held twice a month and at least once on a mandatory basis.
No syndicate meeting
No Senate, Syndicate, and Academic Council meetings have been held in Sido Kanhu Murmu University (SKMU) Dumka after the retirement of Vice-Chancellor Sona Jharia Minz.

Though BBMKU Dhanbad has held an Academic Council meeting, no Syndicate meeting has been held in the last five months.
The latest Syndicate meeting of BBMKU was held on September 20 when Dr Sukhedo Bhoi was vice-chancellor. The meeting was marred allegedly by the controversial role of the Raj Bhawan representative.
Raj Bhawan sacked Dr Bhoi on October 13, and Dr Pawan Kumar Poddar was appointed acting V-C. He has to get prior approval from Raj Bhawan for all major policy decisions.
Sources said that the authorities of Binod Bihari Mahto Koylanchal University (BBMKU) Dhanbad, Kolhan University (KU) Chaibasa, Sido Kanhu Murmu University Dumka, and Vinoba Bhave University (VBU) Hazaribagh had sent a proposal of holding Syndicate meeting but Raj Bhawan has not given approval.
Senate is like a govt cabinet
“The Syndicate of the university is like a cabinet of government. As all government decisions have to be passed by cabinet, similarly, all decisions of the university have to get cleared from the Senate,” said a retired professor of BBMKU.
In BBMKU Dhanbad, the 7th pay gratuity payment of retired teachers is pending due to non-approval of the Syndicate. Retired teachers of BBMKU still draw Rs 10 lakh on the 6th pay scale, while teachers of other universities in Jharkhand get Rs 20 lakh from the 7th pay scale.
Official sources said that the university’s finance committee has cleared the file, and implementation is waiting for approval from the Syndicate.
