Pradeep Prasad had raised concerns about the heavy-handedness of local staff, who do not consider themselves subordinate to the ministers, and pointed out the significant shortage of surveyors and staff in the department.

Deepak Birua also stated that the CNT and SPT cannot be amended by the legislature, and the court cannot give an adverse ruling on this matter.
