Ranchi, Oct 14: The Hemant Soren cabinet today hiked the honorarium for women to Rs 2500 from Rs 1000 under the Maiyaan Samman Yojana in a bid to counter the Gogo Didi Yojana promised by the BJP in its election manifesto.
The BJP has pledged to transfer Rs 2100 as an allowance to the account of every woman per month.
Besides, the cabinet put its seal on the following 28 proposals.
★ Administrative approval was given for the development work (Phase-2) of Netarhat tourism area for ₹ 42,83,21,000.00 (Forty-two crore Eighty-three lakh Twenty-one thousand Rupees) and compensation amount for land acquisition of ₹ 24,97,114,00 (Twenty-four lakh Seventy-seven thousand One hundred Fourteen Rupees), i.e. total amount was 43,08,18,114.00 (Forty-three crore Eight lakh Eighteen thousand One hundred Fourteen Rupees).
★ Approval was given for the establishment of a residential school in Kolhan division, Chaibasa and Santhal Pargana division, Dumka as well as Bokaro district under North Chotanagpur division, Hazaribagh on the lines of Netarhat Residential School, Netarhat under Jharkhand state.
★ Revised administrative approval of Rs. 109,16,46,200/- (Rupees one hundred nine crore sixteen lakh forty-six thousand two hundred) only was given for “Reconstruction work (including bridge construction and land acquisition) of Bilaspur (on NH-75) – Dhurki (on MDR-139) road and Birbal Chowk to Sagma (on MDR-139) link road (total length-31.600 km) under Path Division, Garhwa.
★ Approval was given for amendment in the guidelines related to the Anganwadi Centre Building Construction Scheme in MNREGA convergence under the centrally sponsored Mission Saksham Anganwadi and Nutrition 2.0.
★ W.P.(S) No.- 822/2014 Krishna Rai vs. Jharkhand Government and others and L.P.A. No- 60/2022 and subsequent S.L.P. No. In the light of the judgment passed in 16940/2024, pension etc. was approved by adding the period of working as a daily wage earner to the total service period of 9 years and 2 months of the plaintiff Shri Krishna Rai, retired jeep driver, Chainpur, Gumla.
★ In the financial year 2024-25, under the Gyanodya Yojana, approval was given for the establishment of integrated science and mathematics laboratories in elementary schools for Rs. 50,00,00,000/- (fifty crore rupees) only.
★ Approval was given to close Special Purpose Vehicle Patratu Energy Limited (PEL), a subsidiary company of Jharkhand Energy Generation Corporation Limited, under the provisions of the Companies Act.
★ Approval was given for payment of outstanding salaries etc. of the employees of Integrated Bihar State Construction Corporation Limited located in the states of the latter Bihar and Jharkhand.
★ -Approval was given to John Anil Malto, Superintending Engineer, Comprehensive Planning Exploration and Hydrology Zone-02, Deoghar for payment of the difference in salary for the period of working as Executive Engineer and Superintending Engineer under independent current charge.
★ Approval was given to implement “Navothan Scholarship Scheme” to provide encouragement and financial assistance to orphan and disabled students in Jharkhand state.
★ Under the Higher and Technical Education Department, for the implementation of the scheme of Rs. 21,86,07,862/- (Rs. Twenty-One Crore Eighty Six Lakh Seven Thousand Eight Hundred Sixty-Two) only, related to the installation of scientific exhibits in 08 District Science Centres of the state, namely Lohardaga, Giridih, Dumka, Deoghar, Palamu, Hazaribagh, Dhanbad and Bokaro, Clause 235 of the Jharkhand Finance Rules was waived and under Clause 245, approval was given to select the National Council of Science Museums (NCSM), Kolkata, an agency of the Ministry of Culture, Government of India, based on nomination.
★ This centrally sponsored scheme SPEMM, run by the Ministry of Minority Affairs, Government of India, New Delhi, was approved to be implemented 100% from the State Plan.
★ In the light of Departmental Resolution No.-1755, dated-10.09.2015, approval was given to serve NET-qualified class-based teachers serving in the headquarters and various constituent colleges of Ranchi University, Ranchi as need-based teachers.
★ Approval was given for facilities/perks payable in addition to the contract amount to 03 (three) pilots, 02 (two) aircraft maintenance engineers, 01 (one) quality manager and 05 (five) aircraft technicians appointed on contract for the police version Dhruv helicopter.
★ Multiple Entry – Multiple Exit in State Universities of Jharkhand Regulations, 2024 was approved for implementing the system of Multiple Entry- Multiple Exit in the state universities of the state of Jharkhand under the National Education Policy-2020.
★ Under the National Education Policy-2020, the Implementation of Four Year Under Graduate Programme (FYGUP) in State Universities of Jharkhand Regulations, 2024 was approved for implementing the Four Year Under Graduate Programme (FYGUP) system in the state universities of the state of Jharkhand.
★ Para teachers (assistant teachers), block/cluster resource workers, teachers and non-teaching staff of Kasturba Gandhi Girls School, resource workers, M.I.S. Coordinators and other attached employees were approved to provide the facility of Employees Provident Fund.
★ Under the National Education Policy-2020, the Implementation of Academic Bank of Credits Regulations, 2024 was approved for implementing the facility of Academic Bank of Credits (ABC) in the state universities of the state of Jharkhand.
★To promote quality in higher education by creating a competitive environment in the higher educational institutions of the state, administrative approval of a total of ₹20,25,45,000/- (twenty crore twenty five lakh forty five thousand rupees) was given for the first 03 years for the implementation of “Jharkhand State Institutional Ranking Framework (JSIRF)” scheme.
★ Administrative approval of only Rs. 39,21,34,000/- (forty nine crore twenty one lakh thirty four thousand rupees) was given for the construction work of Degree College, Thakurgangti in Thakurgangti of Godda district under Sido Kanhu Murmu University, Dumka.
★ Administrative approval of Rs. 38,20,06,000/- (thirty eight crore twenty lakh six thousand rupees) was given for the construction work of Mahila Mahavidyalaya, Baharagora in East Singhbhum district under Kolhan University, Chaibasa.
★ Under the National Education Policy-2020, Pursuing Two Academic Programmes Simultaneously (Dual Degree Programme) in State Universities of Jharkhand Regulations, 2024 was approved for implementing the system of Dual Degree Programme in the state universities of Jharkhand state.
★ Approval was given to amend the guidelines issued for Guruji Student Credit Card Scheme in Jharkhand state.
★ Approval was given to amend the Appointment and Service Conditions (Amendment) Rules 2023 of the Director of Institute of Neuro-Psychiatry and Allied Sciences (RINPAS).
★ In-principle consent was granted for administrative approval of the scheme for the construction work of Government Polytechnic, Chakulia, Jamshedpur with the estimated amount of Rs. 134,18,27,300/- (Rs. One hundred thirty-four crore eighteen lakh twenty-seven thousand three hundred only).
★ In-principle consent was granted for administrative approval of the scheme for the construction work of Government Engineering College, Jamshedpur with the estimated amount of Rs. 254,93,04,700/- (Rs. Two hundred fifty-four crore ninety three lakh four thousand seven hundred only).
★ In-principle consent was granted for administrative approval of the scheme for the construction work of Government Polytechnic, Potka, Jamshedpur with the estimated amount of Rs. 136,13,76,400/- (Rs. One hundred thirty six crore thirteen lakh seventy six thousand four hundred only).
★ The tea tribes of Jharkhand origin in Assam state, which have the status of Other Backward Classes in Assam, will take the initiative to provide them their rights by forming a committee under the leadership of Minister, Scheduled Tribes, Scheduled Castes, Minority and Backward Classes Welfare Department for their cultural, social and economic welfare and getting their economic and social survey done.
