NPU Palamu faces backlash for relocating professional courses to central campus

Daltonganj, December 8: Professional courses/ vocational courses, which are self-financed courses functioning in three local constituent colleges, namely GLA, JS and Y S N Mahila College, are to be run from the Institute of Professional Studies, a unit of the Nilamber Pitamber University (NPU), adjacent to the Kautaliya Prashasnik Bhavan in the university.

Under orders of the VC Dr Prof Dinesh Kumar Singh, the Registrar of the university, Dr Nafis Ahmad, has issued a letter to the Director of MCA/ MBA and Professor in Charge of three constituent colleges in Daltonganj to shift their establishment, office, apparatus, staff, students to the Institute of Professional Studies by December 15.

The new venue for the conglomeration of varied courses is to be inaugurated by MP Vishnu Dayal Ram in this month itself, depending on his free time in the ongoing Winter Session of the Lok Sabha, informed the VC Dr Singh.

Students and Teachers Strongly Oppose the Move

The decision to shift or disengage the professional courses from the constituent colleges has evoked sharp criticisms from student bodies as well as from the teaching fraternity of the affected colleges, from where these courses are to be disengaged.

The student bodies term this act of the VC as no less an autocratic rule as of Tughlaq, who is remembered for his controversial, arbitrary and capricious decisions. Tughlaq had shifted the capital and so here Dinesh Kumar Singh has ordered to shift professional courses under one umbrella.

Student bodies call this decision an attempt to dilute or overrule the authority of the constituent colleges as well.

The teaching fraternity too is disturbed by this decision, as shifting educational tools from one end to another is not transportation of goods or materials but of mind and temperament.

The Vice Chancellor Dr Prof Dinesh Kumar Singh has a habit of remaining in the news on one count or the other. He tries to do things which other VCs would have never dared to do.

Critics of the VC dub him as an impractical person while those who like his motive and spirit find him a progressive VC, as in all these 16 years of the existence of this university, there was no parking facility, genuine electricity connection and water facility, which this VC got done in a span of 5 or 6 months or so.

VC Defends Move as Step Toward Better Monitoring and Academic Growth

The Jharkhand Story correspondent talked to the VC to know why BCA courses in the Y S N Mahila College in Daltonganj have been shifted to the Institute of Professional Studies or the BBA/MBA courses from JS College to the Institute of Professional Studies, to which the VC said, “It’s for better and effective monitoring and running of the courses. Professional Studies, if conducted in one institute, spur a sense of betterment.”

“We believe students who will start doing their Studies in the Institute of Professional Studies will find the new venue more student-friendly and growth-oriented”, opined the VC.

“I know my decisions make many restless. These restless people curse me day and night. But I have this conviction that there should be a progression of ideas and not of confinement of ideas. See, the professional courses are just being shifted. Are they going overseas? No,” reminded the VC.

About the remuneration protection of the manpower engaged in these courses, the shifting has no adverse effect on the remuneration protection of the manpower. The remuneration protection will remain intact, and as it is, said the VC.

The university has accorded immunity to the BEd courses, which is run in a separate block on the campus of the GLA College in Daltonganj.

The university has a kind of borrowing of bench, desk, chair, table etc from the three of its constituent colleges.
