New Delhi, Nov 5: Leader of Opposition in the Lok Sabha, Rahul Gandhi, launched a sharp attack on the Election Commission on Wednesday, a day before the first phase of polling in Bihar.

Addressing a press conference, he made serious allegations against the EC and released a presentation titled “H Files”, claiming widespread irregularities in the voting process across Haryana, Madhya Pradesh, Chhattisgarh, and Maharashtra.

Referring to the H Files, Gandhi displayed a photograph of a “mystery girl” — allegedly a Brazilian model — and claimed that the same woman had voted 22 times in different polling booths across Haryana under different names.

He said that her image appeared multiple times in voter lists under names such as Seema, Saraswati, and Vimla, which indicated a “centralized operation” of voter fraud.

“This woman, who is actually a Brazilian model, voted multiple times by changing her name — sometimes as Seema, sometimes as Sweety, and sometimes as Saraswati. This is a stock photo, and she represents one of around 25 lakh such fake records in Haryana,” Rahul Gandhi alleged, demanding that the Election Commission clarify how many times she voted.
Claims of Voter Theft and Fake Entries in Haryana
Raising questions over alleged voter theft, Gandhi said such manipulations were detected in both Haryana and Karnataka. He alleged that 25 lakh votes were stolen in Haryana alone, accusing the Election Commission of helping the BJP.
He further claimed that 3.5 lakh names were removed from the voter list, and additional manipulation took place through Form 6 and Form 7 submissions. “We have received complaints of voter theft from several states. In exit polls, we were shown to be winning in Haryana, and even in postal ballots, Congress was leading. I am 101 per cent sure about the truth of what I’m saying,” he asserted.
According to Gandhi, Congress lost the Haryana election by just 22,000 votes, but nearly 12.5% of voters — about one in eight — were fake. “We have clear evidence that 25 lakh voters in Haryana are either nonexistent, duplicate, or designed to vote for someone else,” he said.
Allegations of Voter List Tampering in Bihar
During the press conference, Rahul Gandhi also invited several voters from Bihar to the stage, claiming that their names — along with those of their entire families — had been deleted from the electoral rolls. He alleged that lakhs of voters in Bihar were removed from the list, terming it a systematic attempt at voter suppression.
Appealing to the country’s youth, especially Gen Z voters, Rahul Gandhi said, “India’s youth and Gen Z are the ones who can save democracy through truth and non-violence.”

‘Voter List Integrity Is EC’s Responsibility’
When asked why political parties had not raised objections within the stipulated time regarding the SIR (Special Intensive Revision) process in Bihar, Gandhi replied that maintaining the accuracy of the voter list is not the responsibility of political parties.
“If the voter list is wrong, it’s not my problem — it’s the Election Commission’s duty to ensure its accuracy,” he said, accusing the EC of trying to shift responsibility onto political parties. “We cannot fix these problems ourselves. If the EC wants us to help, they should give us access to the full database — then we can resolve it. But they never do that,” he added.
