Dhanbad, Dec 20: The 2nd IEEE International Conference on Electrical, Electronics, Communication and Computers (ELEXCOM-25) commenced on Saturday at the TEXMiN Smart Classroom in the i2H Building of IIT (ISM) Dhanbad.

M Vellai Pandi, Director General of Standardisation Testing and Quality Certification (STQC) under the Ministry of Electronics and Information Technology (MeitY), Government of India, attended the event as the chief guest and formally inaugurated the conference.

Delivering the keynote address, Pandi said that the rapid convergence of electrical, electronics, communication, and computing disciplines has significantly reshaped the technological landscape, bringing together previously distinct fields into interconnected, IT-driven systems.

He cautioned that while information technology accelerates innovation, it also expands the range of vulnerabilities, particularly with the growing prominence of quantum computing, artificial intelligence, machine learning, autonomous systems, and semiconductor design.

Highlighting the importance of global standards, Pandi referred to emerging frameworks such as ISO/IEC 23837 and ETSI guidelines for quantum key distribution. He stressed that secure design and standardisation must form the foundation of innovation rather than being treated as optional add-ons.

Referring to national challenges such as insecure system-on-chip imports and vulnerabilities in IoT devices, he appreciated the government’s ongoing efforts, including the strengthening of STQC certification mechanisms, to safeguard India’s digital ecosystem.

Prof. Himanshu B. Mishra, Convenor of ELEXCOM-25, welcomed the delegates and outlined the scope of the conference, while Prof. R. K. Gangwar, General Chair and Head of the Department of Electronics and Communication Engineering, delivered the opening remarks.

The Patron of the conference and Deputy Director of IIT (ISM) Dhanbad, Prof. Dheeraj Kumar, delivered a special address and released the conference souvenir. Prof. Jaisingh T., Co-convenor, proposed the vote of thanks.
