Jamshedpur, Aug 22: Strong resentment prevails among the state’s power discom Jharkhand Bidyut Vitaran Nigam Limited’s (JBVNL) junior engineers over non-compliance with their time-bound promotion.

Though the promotion due of about 100 junior engineers has been pending since February this year, the JBVNL authority concerned is yet to take any initiative to get them promoted.

55 junior engineers working since 2007

Significantly, 55 out of 100 junior engineers have been working in the power discom since as early as 2007, thus having enough experience to be promoted to the post of assistant engineer but are languishing in the post of junior engineer only.

A couple of days ago, the resentful junior engineers met at the office of Vidyut Diploma Abhiyanta Sangh (VDAS) at Kokar where they discussed about their problem elaborately.

The junior engineers were unanimously of the opinion that it is the lackadaisical attitude of the JBVNL’s authority concerned that their promotion has been held up despite the stipulated February deadline for the time-bound promotion passed long ago.

VDAS gives 15-day deadline to JBVNL

At the end of the meeting, the VDAS office-bearers declared that the JBVNL has to consider their promotion issue within the next 15 days otherwise the association will be compelled to resort to an agitational path.

Revealing about the VDAS’ resolution, the association’s general secretary Ajay Kumar said that in the event that the JBVNL authority ignores the demand, the VDAS members would meet once again after a fortnight and would draw the agitational strategy.

Junior engineer is supposed to be promoted in eight years

Kumar, when queried, said a junior engineer is supposed to be promoted to the post of assistant engineer in eight years.

“As we all are of the 2016 batch, having passed the exam under the power board commission in February 2016, our due for the promotion was February 2024. Moreover, about 70 junior engineers of the same batch but posted in the Transmission sector of the JBVNL have already been promoted. But the ones posted in the Distribution sector are still languishing as junior engineers,” said the VDAS general secretary while talking to The Jharkhand Story.

Kumar clarified that the 55 junior engineers who have been working since 2007 had joined the power discom on a contract basis but later became regular having cleared the necessary exam in the year 2016.

The VDAS general secretary also pointed out that the JBVNL authority concerned is not considering those junior engineers who have already cleared AMIE, thus making them feel demoralised.

170 junior engineers handling Distribution and Transmission sectors

The sanctioned strength of the junior engineers in all three sectors — Distribution, Transmission and Generation — is 800.

“But about 170 junior engineers are handling the Distribution and Transmission sectors, the Generation sector being defunct. As working under unusual pressure with such a low strength continues, the resentment brewed among the junior engineers for non-compliance of the time-bound promotion is quite legitimate,” observed one of the VDAS members while talking to this correspondent.
