New Delhi, Nov 27: The 2023 winter session of Parliament will begin on December 4 and run through December 22.

All-party meeting on Dec 2

Regarding the winter session of Parliament, Parliamentary Affairs Minister Prahlad Joshi has invited all parties to an all-party meeting on December 2 at 11 a.m. on behalf of the government.

Despite the usual timing of the all-party meeting being one day prior to the session commencement, this instance is an exception as it has been rescheduled to an earlier date, seemingly influenced by the vote counting for five states scheduled for December 3, where elections are currently taking place.

The session in which the government is eager to pass important bills will be significantly impacted by the outcomes of the assembly elections.

Cash-for-query report to be presented in Lok Sabha

During this winter session of Parliament, the report of the Ethics Committee regarding the “cash-for-query” allegations against TMC MP Mahua Moitra, will be presented in the Lok Sabha.

Before the panel’s proposed expulsion takes effect, the House must adopt the report.

Criminal bills, CEC & EC bill likely to be discussed

Additionally, since the standing committee on Home has already adopted the three reports, it is expected that the three major bills that aim to replace the IPC, CrPC and Evidence Act will be discussed during the session.

Another significant bill awaiting consideration in Parliament pertains to the appointment of the chief election commissioner and election commissioners.

Proposed in the Monsoon session, the government did not actively pursue its approval during the special session of Parliament due to opposition protests and objections from former chief election commissioners. The aim is to align the status of the Chief Election Commissioner (CEC) and Election Commissioners (ECs) with that of the cabinet secretary, as they currently hold a status equivalent to that of a Supreme Court judge.
