Ranchi, March 25: The Jharkhand government has introduced a series of key reforms, including changes in education policies, business regulations, and digital governance. The decisions were taken during a cabinet meeting chaired by Chief Minister Hemant Soren on Tuesday, where 16 agendas were approved.

Single Bank Account Mandatory for Maiyaan  Samman Yojana

In a significant amendment to the Maiyaan Samman Yojana, the state government has made it mandatory for beneficiaries to have a single Aadhaar-linked bank account. This new rule will take effect from March 2025 and is aimed at ensuring a more transparent and efficient fund transfer process.

Big Push for Inclusive Education: Over 3,400 Special Teaching Posts Approved

Responding to a Supreme Court directive on education for children with disabilities, the government has allocated 3,451 special teaching positions in state primary schools. Out of the total 50,000 sanctioned posts:

  • 20,825 are for Intermediate Trained Assistant Professors,
  • 29,175 for Graduate Trained Assistant Professors, and
  • 3,451 for Special Trained Assistant Professors to support children with disabilities.

MSME Sector Gets a Boost

The cabinet has approved the formation of the Jharkhand Micro, Small, and Medium Enterprises (Special Exemption) Bill, 2025, which aims to promote small businesses and attract investments in the state.

E-Court Project Moves Forward

With in-principle approval from the government, the third phase of the e-Court Project has been given the go-ahead. The cabinet granted post-facto approval for a tripartite agreement signed by the Principal Secretary-cum-Law Advisor on behalf of the state. This project aims to enhance judicial digitalization and improve efficiency in the legal system.

Service Regularization for Six Employees

Following court directives and recommendations from the Departmental Regularization Committee, the cabinet approved the regularization of six government employees.

Strict Action Against Suspended Block Development Officer

The cabinet has approved the dismissal of Sadhana Jaipuriar, the former Block Development Officer of Manika, Latehar. She was dismissed under Rule-14 (xi) of the Jharkhand Government Servant (Classification, Control, and Appeal) Rules, 2016, barring her from further government employment.

The state government has approved ₹50.037 lakh for the second phase of an ongoing digitization initiative at the Principal Accountant General (Accounts & Entitlement) Office, Jharkhand, Ranchi.

Infrastructure and Pay Scale Amendments

  • Balpahari Barrage Construction: The government has given in-principle consent for the construction of a new Balpahari Barrage under the Balpahari Irrigation Scheme.
  • Revised Pay Scale Amendment: A previous resolution affecting the pay fixation of Assistant/Personal Assistant category employees in the Jharkhand Secretariat (before 01.01.2006) has been canceled.
  • Jharkhand Police Housing Corporation’s Expanded Role: The cabinet approved amendments allowing Jharkhand Police Housing Corporation Limited, Ranchi, to oversee construction projects for the Home, Jail, and Disaster Management Department along with police-related works.

Budget and Economic Survey Get Approval

The government approved key financial documents, including:

  • Jharkhand Economic Survey 2024-25 for presentation in the Legislative Assembly.
  • Budget Estimates for 2025-26 and the Third Supplementary Expenditure Statement for 2024-25.

New Health Cadre Rules Introduced

A new set of rules, Jharkhand Community Health Assistant Cadre (Recruitment, Promotion, and Other Service Conditions) Rules-2025, has been approved to strengthen the healthcare system.

The cabinet’s decisions signal a strong push towards administrative reforms, economic growth, and digital governance, ensuring a more efficient and transparent government system in Jharkhand.
